Analysis On Key Success Factors And Countermeasures Of Urban Underground Utility Tunnel Construction

China is in a critical period of rapid development of urban intensification.Old urban areas,cultural relics,large urban complex commercial areas,large-area concentrated residential areas,modern industrial manufacturing blocks,new urban areas and so on meet with the lagging urban underground infrastructure.There are "urban diseases" such as environmental pollution caused by repeated road excavation,waste of financial and material resources,disorderly buried pipelines and lack of feasible unified planning,resulting in many meaningless reconstruction projects,frequent pipeline accidents,difficult maintenance and replacement,resulting in road congestion.These problems have been proved to be solved by building underground utility tunnel.However,the practice of China’s underground utility tunnel projects in recent years reflects some difficulties in construction and operation,including high initial cost,lack of follow-up planning,congestion caused by repeated road excavation,idle pipe gallery,uncertain investment recovery,difficulty of pipeline entering the tunnel and so on.The above shows that the relevant policies of the underground utility tunnel are still lack of operability.However,from the long-term perspective that the utility tunnel needs to operate for decades,we must build the underground pipe gallery into a modern urban infrastructure,which is also the problem that worth deeply thinking.This study defines the research scope of the underground utility tunnel: the street where the underground utility tunnel is located extends axially and radially,and it has no definite boundary.Subsequently,the underground utility tunnel we discussed is limited to public goods and quasi-public goods.Then,from different research perspectives: traditional project success criteria,micro and macro analysis,stakeholders,one-dimensional and multi-dimensional project success criteria,this paper briefly analyzes the success criteria of urban underground utility tunnel.At the same time,it uses Nvivo qualitative research analysis software to induce and deduce the key factors and its "story line" through grounded theoretical analysis method.In order to establish a more objective success evaluation system for new pipe gallery projects,the success of utility tunnel projects is divided into four dimensions: project efficiency,impact on customers,business success and long-term evaluation.Then we analyze the evaluation indexes,current situation and differences,and draw the conclusion that long-term evaluation should be considered in the construction of pipe gallery in the long-term evaluation,the degree of agreement of ordinary citizens is greater than that of social participants and equipment and materials,and that of scientific research universities is greater than that of social participants.In the empirical analysis stage,the underground utility tunnel in the core area of jiangbei New Area of nanjing city is evaluated by using the success factor evaluation system of underground utility tunnel,and the results show that it meets the success criteria.Finally,the countermeasures and suggestions to promote the development of urban underground utility tunnel in china are given from the aspects of standardized technology,construction operation,evaluation system,construction policy,especially sustainable development.The ultimate purpose of this study is to put forward a success evaluation system of urban underground utility tunnel with clearer logic and more in line with china’s urban characteristics and government led forms on the basis of abandoning the inherent views of china’s pipe gallery,and put forward feasible and effective suggestions to promote the success of china’s urban underground utility tunnel projects through theoretical analysis and quantitative empirical conclusions,it can make the urban underground utility tunnel project play a greater role in the process of building an intensive city in china.The comprehensive evaluation model of urban underground utility tunnel can also be used to score the pipe gallery construction in the planning area,so as to become a more powerful tool for underground utility tunnel project planning and evaluation.
