In the process of equalising public services,upgrading consumption structures and building a digital society,the supply of and demand for rural public services have taken on new dimensions.In contrast,the consistent approach to the provision of public services has not been able to adapt to the progress of the service environment,resulting in a prominent imbalance between the supply and demand of public services;moreover,the existing standards and norms have not yet formed a complete system of rural public services,making the services lack a theoretical base to draw on in the actual provision of services.This thesis defines the concept of "rural public service system" and "rural living area public service configuration" by reviewing theories,domestic and international literature,standards,norms and policy opinions related to rural public services.Through the analysis of the composition of demand subjects,demand characteristics,and the value of supply and demand services,a stratified classification system of rural public services and the allocation of services in rural living circles is developed,with villagers’ demand as the starting point and public service supply as the anchor point,and recommendations are made using Yanshi town as the empirical object.Specifically,three main aspects of the study were carried out:First,a demand-led hierarchical classification system for rural public services is constructed.Based on the national and provincial public service statistics and field research cases,the study starts from the background of rural population development and sorts out the characteristics of rural public service demands.Based on the classical demand stratification theory and the law of villagers’ public service demand development,a "basic-advanced-higher-order" rural public service stratification system has been constructed,and a "3 major categories,13 medium categories and 40 subcategories" rural public service classification system has been built from the perspective of universal and differential demands.This will eventually lead to the formation of a demand-led multi-level and multi-type rural public service system.Secondly,it proposes an approach to the matching of public services in the rural living circle.From the two dimensions of "demand" and "supply",the analysis includes"cost","quality","fairness" and "equity","The study takes the rural living circle as the service support carrier,and takes into account the service orientation of the rural living circle in terms of both target and capacity attributes on the basis of the hierarchical classification system of rural public services.In addition,the method of public service support in rural life circles is proposed by combining qualitative and quantitative research methods such as the matrix method.Thirdly,Yanshi town is used as an empirical case to guide the optimisation of public service provision in rural living circles.Firstly,we analyse the development of Yanshi town,including the village system,population structure and industrial development,as well as the current characteristics of public services,including education,medical care,employment,culture,retirement,logistics and marketing,etc.;from the demand dimension,we evaluate the "travel orientation" and "quality orientation" of public services in Yanshi town.From the demand dimension,we evaluate the "travel orientation" and "quality orientation" of public services in Yanshi town;from the supply dimension,we evaluate the "equity orientation" and "efficiency orientation" of public services in Yanshi town;finally,we take into account Finally,considering the "target attributes" and "capacity attributes",we propose the types of public services that should be provided in the basic living,extended living,alternative living and real-time living spheres.The innovation of this thesis is that,firstly,it breaks away from the constraints of physical space to study the supporting public services,including service personnel,service content and service quality;secondly,it breaks away from the existing supplyoriented public service system and builds a public service system based on the demand characteristics,demand levels and demand types of rural people,with "human" demand as the core.Thirdly,based on policy requirements and new demands,it proposes a new trend of online and offline integration of public services based on the "real-time living circle",which will lead to the optimization and upgrading of public services in the rural living circle in the future.However,the differences in public service support between villages with different cultural heritage,industrial development and topography are obvious,and there is still much room for future research into the optimal allocation of services in different types of village life circles.
