Cultivation Strategy And Action Of World-class Manufacturing Cluster Chain Leader

In 2021,a total of 73 new energy vehicle industry chain enterprises including SAIC,Geely,and Chery jointly responded and established the Yangtze River Delta New Energy Vehicle Industry Chain Alliance(referred to as the "Alliance").The establishment of the alliance marks the official entry of my country’s new energy vehicles from the cultivation period.The rapid development period also means that the competition of cluster "chain owners" will be more explicit and intense.As early as 2014,MIIT proposed to build five world-class industrial clusters including the automobile industry in the Yangtze River Economic Belt.Since 2015,my country’s new energy vehicle sales have ranked first in the world for six consecutive years,and it has initially shown the potential to achieve curve overtaking and develop into a world-class industry.However,in the spring of 2021,the global supply crisis of vehicle-grade chips has begun to emerge,and many automobile manufacturing plants have suspended and reduced production,indicating that in terms of the autonomy of core components,the cluster technical capabilities of my country’s new energy vehicle industry still need to be improved.To this end,MIIT urgently took the lead in establishing an industrial supply chain alliance and compiling a supplier directory,hoping to alleviate the crisis and win opportunities for industrial upgrading by holding together to keep warm and play the role of cluster "chain owners".It can be seen that in the cultivation of world-class industrial clusters,it is very important to build a cluster architecture with world-class cluster chain owners as the core and cultivate world-class cluster chain owners.The establishment of the Yangtze River Delta New Energy Vehicle Industry Chain Alliance comes at the right time.There are both large state-owned enterprises SAIC,private first person Geely,as well as cutting-edge pioneers NIO,Weimar,etc.They are in market ability,technical ability,government-enterprise relationship,Each has its own advantages in strategic orientation,and the future of becoming a world-class cluster chain master can be expected.The key is to establish clear strategic goals and strategies and actions to work hard for them.At the same time,in the process of cultivating world-class cluster chain owners,the institutional capabilities of the central government and the local governments where each enterprise is located will also play an important role.The strategic decision-making of the central government,the active response and timely guidance of the local government,and the multi-agent interaction between the government and enterprises under the target framework of striving to become a world-class cluster chain owner will promote the rapid development of regional industries,clusters and chains.The ability of the owner has also continued to jump.Based on this,this paper intends to explore the following issues: first,the theoretical construction of the strategies and actions of the central government,local governments and enterprises in the cultivation of world-class cluster chain owners;second,the interaction characteristics and differences of strategies and actions among various subjects;Third,the problems and policy suggestions existing in the cultivation of world-class cluster "chain owners".To this end,this study adopts the grounded theoretical analysis method,and takes the representative enterprises of the Yangtze River Delta new energy vehicle industry(four,namely SAIC,Geely,NIO and Weimar,basically all of which have joined the Yangtze River Delta New Energy Vehicle Industry Chain Alliance).As the research object,theoretically construct the strategies and actions of all parties in the cultivation of world-class cluster chain masters,and use the complex network analysis method to empirically analyze the interactive characteristics and differences of each subject’s strategies and actions.The research results show that:(1)The central government,local governments and enterprises have adopted two levels of strategies and actions in the cultivation of world-class cluster "chain owners" : First,at the strategic level,the government has adopted strategic planning and layout of strategic guarantees.(Institutional guarantee and organizational guarantee)to guide enterprises to set up the target of becoming world-class "chain owners".Under the guidance of the government,enterprises respond by formulating enterprise development plans,carrying out system construction and organizational construction,and even after multiple rounds of interaction,Enterprises speak and participate in the government’s industrial planning to a certain extent;the second is At the operational level,the government selects and cultivates high-quality enterprises through four steps: selection,promotion,sharing,and core aggregation,while the enterprise responds to the government’s cultivation actions by displaying,competing for excellence,leading,and nucleation.(2)The strategic actions of the central government,local governments and enterprises in the cultivation of world-class cluster "chain owners" show the following characteristics: the central government plays the role of the initiator of actions,and the central government’s decisions in various actions will have a statistically significant impact on local governments and enterprises.Among the local governments,Shanghai is the most motivated.Compared with Zhejiang and Anhui,Shanghai has higher initiative and responsiveness in undertaking central policies,interpreting policy information,supporting the development of local enterprises,and responding to enterprise demands.;The four companies responded positively to the central and local actions,and carried out frequent operations at both the strategic and operational levels Response actions,among which SAIC’s actions are closest to local and central policies.(3)The strategic actions of the central government,local governments and enterprises in the cultivation of world-class cluster "chain owners" have the following problems: the central government follows the model of learning by doing to make policy decisions and implementation,and has taken certain detours due to insufficient planning.,resulting in waste of resources and overcapacity caused by repeated construction;lack of adequate communication between local governments,it is difficult to promote cross-regional collaborative development of enterprises at the current stage;enterprises have not yet built an ecosystem that integrates official,industry,education and research.Based on the analysis results,this paper puts forward the following suggestions for the cultivation of "chain owners" in world-class manufacturing clusters:(1)At the central government level,continue to play the guiding role of strategic planning and strategic guarantee,promote technological innovation of enterprises with institutional design,and timely Absorb the experience of enterprise practice;(2)At the local government level,by enhancing communication and cooperation,build a unified regional standard in charging infrastructure,information and data sharing,etc.;(3)At the enterprise level,build an enterprise-centric innovation ecosystem,Actively explore new business models in this ecosystem,lay out industry-university-research strategic collaboration,and carry out cooperation with Cooperation between downstream enterprises in the industry chain.
