Research On Economic Compensation Standard Of Reservoir Resettlement

With the continuous improvement of flood control and drought relief and urban water supply standards,large and medium-sized reservoirs built in China are increasing,resulting in a large number of reservoir immigrants,and a series of social phenomena such as the return of immigrants.How to deal with the problem of reservoir migration scientifically and steadily is the necessary condition to ensure the normal construction and operation of the reservoir project,and it is also an important work to create a safe water affairs and a harmonious society.This thesis takes the quality of life index of reservoir immigrants and the economic living standard before and after migration as the research object,and explores the scientific and reasonable economic compensation standard for reservoir immigrants after relocation and resettlement.The quantifiable key indicators are selected through correlation analysis and sensitivity analysis,and the index system affecting the living standard of reservoir resettlement is established.Combined with BP neural network model and MATLAB calculation software,the actual living standard after resettlement is predicted through key index data,and compared with the evaluation value of living standard without resettlement,the prediction model of economic compensation standard for reservoir resettlement is established.Through the prediction model,the difference of economic and life development before and after resettlement is analyzed,and the reasonable economic compensation should be calculated according to the principle of "uncertain compensation",which solves the problem of scientifically defining the economic compensation standard for reservoir resettlement projects.By establishing the prediction model of economic compensation standard for Reservoir Resettlement Based on BP neural network model,and taking the resettlement of Yuqiao Reservoir Project in Jizhou district as an example,the verification results show that: After the relocation of Yuqiao reservoir,the economic compensation standard should be 5341 yuan in 2020 and 6553 yuan in 2021.According to the principle of "compensation by uncertainty",at present,Tianjin’s annual economic compensation for immigrants in the reservoir area is 600 yuan per capita,which is difficult to substantially reduce the income gap.At the same time,this gap in economic income has not been completely resolved within a certain period of time,and has a growing trend over time.In this thesis,the analysis method of the economic compensation standard for the resettlement of the bridge reservoir project can be used in the study of the resettlement compensation for other large and medium-sized reservoirs,and provides a method for the formulation and adjustment of the economic compensation standard for the resettlement of the reservoir.
