In oil handling operations,flash explosion accidents caused by static electricity occur frequently,which brings great risks to the safety of production operations.Whether the electrostatic discharge energy of charged object can ignite combustible gas is an important basis to determine whether the accident is caused by electrostatic.Due to the different forms and scenarios of electrostatic discharge,the detection and calculation methods of electrostatic discharge energy are diverse.Therefore,it is necessary to study the detection and calculation methods of electrostatic discharge energy for the operation process of oil handling vehicles with frequent electrostatic fire accidents.In this paper,the oil handling operations process and electrostatic ignition accident cases are investigated,and three categories and ten electrostatic risk points in the operation process are analyzed.Three experimental circuits are analyzed,and an experimental method for electrostatic discharge energy detection based on charge voltage method is constructed.Three types of 11 kinds of electrostatic discharge experiments are carried out according to different electrostatic risk points.Through the error analysis of the experimental results,due to the particularity of oil handling operation,when the discharge energy is lower than 0.26 m J,the maximum error between the experimental value and the calculated value of the theoretical formula is greater than 35 %.With the increase of discharge energy,the error between the two gradually decreases to less than 5 %.The experimental results show that the method can effectively reduce the error caused by the theoretical calculation formula and can be used for the calculation of electrostatic discharge energy in the process of safety inspection and accident investigation.By fitting the experimental data,the calculation method of electrostatic discharge energy about capacitance and surface voltage of three different electrostatic discharge forms in the process of oil handling is obtained.Three real accident cases are selected to analyze and apply the calculation method.The application results show that the calculation method can be used to calculate the electrostatic discharge energy under specific forms in the process of oil handling.By using fault tree analysis and analytic hierarchy process(AHP),an electrostatic safety evaluation method for oil handling vehicles is established based on fault tree analysis and AHP,and 18 basic events that caused the electrostatic risk of oil handling operations are determined.Through structural importance analysis and analytic hierarchy process,the results showed that the equipment did not meet the requirements,the human electrostatic discharge occurred in the contact conductor during the operation,and the flow rate of splash loading and loading is too large.These four basic events have great influence on the electrostatic flashover accident of oil handling operations.According to the evaluation results,targeted measures are proposed to avoid the electrostatic risk in the process of oil handling operations.
