Management Mode Of Municipal Engineering Project And Its Application Research

In 2021,China’s fixed asset investment reached 54.45 trillion Yuan,an increase of4.9% over 2020,with municipal infrastructure projects invested and constructed by local governments as the main investment direction.In recent years,China has been implementing a proactive fiscal policy,especially since 2020,the People’s Government of Hubei Province has formulated the "Three-Year Action Plan for " Ten Major Projects " to Reinvigorate Short Boards and Strengthen Functions after the Epidemic".Local governments across the province have acted in unison to seize the support and important policy window of the Central Government for the development of the province,actively promoting post-epidemic revitalization,making every effort to secure higher-level budgetary investment,anti-epidemic government bonds and special government bonds,and planning a number of projects to build foundations and fill short boards,giving full play to the pulling effect of infrastructure investment on overall economic growth and truly achieving high-quality development.At the same time,as the scale and types of government investment projects become larger and larger,the requirements for the level of project management become higher and higher.This paper firstly reviews the development history and status quo of engineering management mode of government investment projects at home and abroad,analyzes and discusses the problems and shortcomings of the management mode of engineering construction command;then takes a municipal engineering construction management mode as the research object,combines it with specific engineering projects,analyzes and collects information by means of interviews and questionnaires,draws on the advanced experience of the management system of government investment projects in some neighboring partial cities,and systematically analyzes the advantages and disadvantages of the original mode of municipal engineering management,and finally put forward specific improvement measures for the project management mode of a certain municipal engineering project,and concluded as follows.(1)Through questionnaires and interviews with personnel related to the construction of a certain municipal project,it is found that in the process of construction of government-invested projects,the management mode of the construction command,which has been the most widely used,still has the significance of existence.The main advantages of this mode are the rapid establishment of the organization,strong work protection,especially the smoother communication and coordination with government units,which is conducive to summing up experience and continuous improvement of working methods,etc.(2)Interviews and questionnaires show that the common problems of the management mode of the construction headquarters are also reflected in the construction process of a municipal project,mainly in the lack of clarity in the division of responsibilities of internal agencies,insufficient communication and exchange of information,and overlapping management scope.(3)In the practice of management work,a comprehensive management mode with centralized management by specialized agencies and supplemented by a command department can be adopted to maximize the level of engineering management of government-invested projects.
