| Financial intensification is a key project of management system optimization implemented by the State Grid Corporation of China in the domestic power system in recent years.As a provincial power enterprise,Q group started to implement the financial intensive scheme in2017,and has basically completed the implementation process.As the implementation of financial intensification involves the reform and adjustment of the financial management organization structure,business process,resource allocation,management concept and other aspects,there are still some unsolved problems.In this thesis,the implementation scheme and content,achievements,existing problems and causes of the financial intensive management scheme of Q group company are studied and analyzed,and the corresponding solutions and countermeasures are put forward.In the research,the research literature related to financial intensification at home and abroad are arranged and studied,the connotation,characteristics and content of financial intensification are analyzed,as well as the financial hierarchical management theory and flattening theory.On this basis,the general situation of Q group company is introduced,and the background,objectives and principles of the implementation of financial intensification scheme are briefly described.According to the implementation plan of financial intensification of Q group company,the specific measures and implementation contents are sorted and analyzed from five aspects: centralized accounting,centralized fund management,centralized capital operation,intensive budget regulation and risk online monitoring.According to the current situation of financial management after the implementation of the financial intensive plan of Q group company,the achievements and the still existing problems are analyzed in detail.The existing problems include that some businesses have not yet reached the integration standard of centralized accounting,some rural network accounts have not been included in the unified fund pool account system,some personnel have not been properly placed in the process of business transformation,some intangible assets ownership and value management have not been intensified,financial management of infrastructure projects has not completed the goal of intensification,and financial risk supervision system and mechanism have not been fully established.According to the problems existing in the financial intensive management of Q group company,the deep-seated causes of the problems are discusses as well,which include insufficient awareness of financial intensive management and environment,lack of rural network account management and supervision mechanism,failure to consider the actual situation in business transformation plan,insufficient emphasis on intangible asset management,imperfect financial management system of infrastructure projects,and failure to institutionalize financial risk supervision.Finally,combined with the financial management characteristics and environment of Q group company,some corresponding countermeasures and suggestions are put forward.The research of this thesis has a certain of significance to improve the quality of financial management of Q group company.At the same time,the problems existing in the financial intensification of Q group company may also appear in other provincial power enterprises.The discussion and analysis of these common problems can provide some reference for them. |
