| The source of drinking water is the source of drinking water for residents,and its management level is an important content to measure the management level of urban water resources and the quality of life of residents.Compared with foreign countries,the domestic research on the management of drinking water sources is late,and because of the diverse types and complex regions of water sources,the economic and social foundations of the cities where the water sources are located are also different,and in the process of urban development,some problems have gradually been exposed in the management mode and operation mechanism of drinking water sources.Nowadays,China’s population continues to expand,the urban population continues to grow,urbanization accelerates,and the demand for water sources is getting higher and higher,ensuring the safety of drinking water sources is not only related to people’s lives and health,but also related to the high-quality development of social economy.In recent years,with the rapid economic and social development of Shijiazhuang and the continuous advancement of urban modernization,practicing the new development concept and promoting high-quality economic development has not only become an inevitable requirement for urban development,but also put forward higher requirements for "water ecology,water environment and water security".However,under the current system,there are still problems such as large costs of water source treatment,many sources of domestic pollution,unclear management responsibilities,and lack of ecological compensation mechanisms.Therefore,in the long run,some drinking water sources in Shijiazhuang City still have potential safety hazards,the long-term management and protection mechanism is not yet perfect,and the task of ensuring the safety of water sources is still very heavy.In view of the water sources of Gangnan Reservoir and Huangbizhuang Reservoir in Shijiazhuang City,this paper analyzes and discusses the research background and research significance of drinking water source management,explains the research results at home and abroad,and expounds the research ideas,technical routes and research methods.Secondly,this paper analyzes the current situation of drinking water sources in Shijiazhuang City,explains the relevant concepts that need to be clarified,points out the theoretical basis relied on in this paper and organically combines with water source management,and specifically expounds the core concepts of Shijiazhuang City,water resources and water source management,as well as public safety management theory,water resources optimal allocation theory,sustainable development theory,public goods theory and other theories.Then,in view of the weak awareness of drinking water source protection,insufficient linkage and cooperation of water-related departments,lack of funds for water source maintenance,hidden dangers in water quality and ecology,and lack of emergency water supply security,the reasons for their existence were found,and the experience and practices of New York,Metro Vancouver,Beijing,Shanghai,Nanjing and other developed cities were learned to clarify the direction of optimization.This paper closely combines the actual conditions of Shijiazhuang city and water sources,and tests the water quality of Gangnan Reservoir and Huangbizhuang Reservoir according to the characteristics of the flat water period,dry period and rich water period,and studies specific plans in optimizing the social participation mechanism and promoting public participation,fund raising,water quality monitoring and management,etc.,and puts forward the implementation of the government-led integrated water source management model and the "dual water source" emergency water source project. |
