The Construction And Application Of Performance Evaluation Index System Of "Mass Entrepreneurship And Innovation" Initiative In Chengdu City

Since introduced in 2014,the "Mass Entrepreneurship and Innovation" initiative has sparked a wave of enthusiasm for participating in innovation and entrepreneurship across the country.It boosts the determination and confidence of individuals and enterprises to participate in market wars,especially under the exploration and guidance of local party governments.It has effectively enlivened the market,changed the concept,innovated the technology and served the demand,becoming a vital action to stir up China’s economic transformation and upgrading.With the in-depth promotion of the initiative,especially when the party committees and governments at all levels have invested a lot of human and financial resources,it is necessary to comprehensively evaluate the initiative’s effect on economic and social development.It could further develop the initiative from enthusiastic and rough to intensive and delicate by assessing and evaluating.So,it is necessary to establish a set of scientific and reasonable performance evaluation index systems appropriate to the actual operation of the initiative.Based on the current situation of Chengdu’s mass entrepreneurship and innovation initiative,this study analyzes the possible factors affecting the initiative by employing the SWOT analysis method and the fuzzy hierarchy analysis method,designing and extracting performance evaluation indexes,and building the evaluation of the index system.The evaluation system is designed to comprehensively promote the high-quality development of the actions and work of the initiative,which is critical for Chengdu in a way that it helps to accelerate the construction of a multi-level innovation system in the new era,as well as to sustain the development of a regional economy in accordance with the innovation ecosystem.By applying the evaluation in the initiative,Chengdu can accelerate its growth of a multi-level innovation system,a sustainable innovation ecological chain,and become a regional economic center,a science and technology center,and a park city reflecting the new development concept.The current study devised and applied the performance evaluation index system of the initiative in Chengdu according to the research principle of "problem formulation → problem analysis → problem-solving."The main findings of the study are as follows:(1)The current situation of "Mass Entrepreneurship and Innovation" in Chengdu is analyzed.Chengdu has achieved outstanding results in the innovation,but it still faces some difficulties,such as a lack of profit and homogeneity,the need to improve incentives,the need to enhance financial support,and the lack of core talents and high-tech projects.Aspects such as location disadvantages,the world’s unprecedented changes in a century,the impact of the Covid-19,and economic transformation and development are discussed.(2)Using the hierarchical analysis method to construct a performance evaluation index system for the initiative in Chengdu: based on the practice of high-quality development of the initiative,this study combines the statistical indexes and data from the Development and Reform Commission,Science and Technology Bureau,Statistics Bureau,Financial Office,Talent Office and other related departments,and select 36 indicators to evaluate the performance the initiative in Chengdu.All hands are chosen to reflect the three aspects of the initiative: subjects(a1),resources(a2)and benefits(a3),including enterprise vitality(a11),the strength of universities and research institutions(a12),personnel quality(a13),level of support(a21),cultural atmosphere(a22),carrier construction(a23),market environment(a24),innovation results(a31),and entrepreneurship results(a32).Total weights are determined based on these nine dimensions.(3)The fuzzy comprehensive evaluation method evaluates the mass entrepreneurship and innovation initiative performance using existing practices.It,therefore,offers policy suggestions: further strengthen the support and precision of government,finance and other sectors of application of the initiative,continuously stimulate market players and give full play to their central role in the practice of innovation and entrepreneurship;strengthen the introduction of talents,release the vitality of researchers,and continuously improve the quality of regional population;further strengthen the construction of regional infrastructure,create the excellent market environment as well as good cultural atmosphere,thus,creating a decent condition for the high-quality development of "Mass Entrepreneurship and Innovation" in Chengdu.
