Research On The Characteristics And Effects Of New Economy Industries Participating In The Division Of Labor In The Value Chain Under The Background Of "Dual Circulation"

The current international situation is severe and complex,that the situation of "rising in the east and falling in the west" and "strong in the west and weak in the east" continues,coupled with the continuous rebound of the new crown pneumonia epidemic,although the world economy recovers strongly,yet the downward pressure has increased,the West’s solidified Cold War mentality has made international disputes continue.China and even the world are facing major changes unprecedented in a century,and the economies of all countries are facing the challenge of adjusting structure and seeking growth.As the largest developing country,China’s high-end value chain production links in the international market are weakly competitive,but the domestic market demand is strong,and the construction of a development strategy with domestic circulation as the main body and domestic and international dual circulation is an inherent requirement for China to cope with changes in the international and domestic environment,implement new development concepts,and pursue high-quality development in the new era.How to measure dual circulation can be considered from many angles,based on the industry level,measuring dual circulation from the perspective of the value chain is one of them.There is no doubt that the new generation of information technology,high-end equipment,biomedicine,new energy vehicles,new materials and other new economic industries are booming and developing rapidly,taking the new economy industry as the starting point to create a new engine of economic growth is an inevitable choice for China to achieve high-quality economic development and move towards the second centenary goal.Therefore,it is of great theoretical and practical significance to explore the dual circulation of the value chain of new economy industries.Under the background of the new development pattern,this paper will measure the characteristics of new economy industries in the dual value chain division of labor,and explore the economic growth effect,factor income effect and employment effect brought about by the participation of new economy industries in the dual value chain division of labor,in order to clearly show the development of new economy industries and the pulling effect of participating in the value chain division of labor on the social economy.Firstly,based on the domestic inter-provincial input-output table,the world input-output table of the Organization for Economic Cooperation and Development,and bilateral trade data,this paper compiles an industry-wide world input-output timeline table embedded in subregions.Furthermore,starting from the classification of domestic new economy industries,the world input-output table of new economy industries embedded in subregions is constructed.Secondly,based on the world input-output table of new economy industries embedded in sub-regions,the value-added decomposition framework is expanded,and the participation of new economy industries in the domestic value chain(including intra-provincial value chain and inter-provincial value chain)and global value chain division of labor and the industrial correlation under the dual value chain division of labor are measured from the provincial level,showing the characteristics of China’s new economy under the dual value chain division of labor.Then,the two-way spilloverfeedback model and path analysis method in input-output are used to measure the economic growth effect and factor income distribution effect under the participation of China’s new economy industries in the global value chain and the domestic value chain division of labor,and explore the path to achieve common prosperity in China under the new development pattern.Finally,the panel fixed-effect model is used to investigate the impact of the participation of new economy industries in the value chain division of labor on China’s total employment and employment structure.The main conclusions of this paper are:(1)As a dominant industry,the new economy industry leads the domestic value chain division of labor,especially the domestic value chain division between provinces,and at the same time,the competitiveness of the international market is weak,and the participation of the new economy industry in the value chain division is very different.(2)The new economy industry has developed from the "dumbbell" docking division of labor pattern between regions to regional integration dominated by the division of labor in the inter-provincial value chain.(3)The participation of new economy industries in the division of labor in the domestic value chain and the global value chain is not only conducive to the optimization of the domestic industrial structure,but also promotes the development of international trade in the direction of mutual benefit and win-win results.(4)The multiplier effect of the economic growth effect of the new economy industry leads the growth,the two-way spillover is obviously displaced,and the final demand scale and technological progress jointly promote the two-way spillover effect,but there are regional differences in the impact of the two.Feedback effects are affected by spillover effects.(5)The participation of new economy industries in the division of labor in the value chain is conducive to narrowing the factor income gap,especially for non-new economy industrial sectors.(6)The participation of new economy industries in the division of labor in global and domestic value chains will help expand the total amount of employment and coordinate the employment structure.The main contributions of this paper:(1)Based on the nonlinear programming model,the inter-provincial input-output table is embedded in the world input-output table,and the input-output timing table of the new economy industry world embedded in the subregion is constructed,which solves the problem of discontinuity of the input-output table,and provides a data basis for the research on the division of labor between global and domestic value chains.(2)The domestic value chain and the global value chain are placed in a unified framework,the production decomposition model is expanded,and the distinction of the division of labor in the value chain is more detailed;It provides a theoretical basis for measuring the characteristics of new economy industries in different value chain division of labor.(3)Under the division of labor between global and domestic dual value chains,the economic growth effect and factor income distribution effect of new economy industries are measured,showing the pulling effect of new economy industries on the economy.(4)Combining the input-output method with econometric model,the impact of the participation of new economy industries in the division of labor in the value chain on the employment scale and employment structure was analyzed.
