State-owned enterprises are the main force to improve the comprehensive strength of the country and protect the rights and interests of the general public.They should constantly promote their development towards a stronger and better direction to ensure that state-owned assets maintain and increase in value.As large central enterprises related to the national economy and people’s livelihood,power grid enterprises are their mission and responsibility to implement the target management requirements of the CPC Central Committee and The State Council on comprehensively deepening reform,promoting six stability and six protection,and comprehensively improving quality and efficiency,and realize the maintenance and appreciation of state-owned assets.Only by continuously deepening reform and innovation,strengthening resource management and improving lean management,can power grid enterprises achieve high-quality development by improving quality and efficiency in terms of total quantity,quality and stock.CQ electric power company as a domestic western large power grid enterprises,want on the resource management and lean management quality efficiency,we must adhere to grasp the iron mark,stepping stones to keep performance management,through target management,process control and supervision of the whole chain,implementation of strategic target to lead,process control as the gripper,performance audit for drive comprehensive performance management,to continue to promote the development of enterprise performance management to achieve high quality.Taking CQ Electric Power Company as an example,this paper uses various methods including questionnaire survey and informal interview.First of all,this paper studies the performance management of case enterprises.Through problem diagnosis,it is found that the performance management objectives of CQ power companies are inconsistent with the strategic objectives,the performance plan and budget implementation are not in place,the performance evaluation indicators and weights are not scientific,and the process management and performance improvement effects are not ideal.Second,the main reasons of the analyzed problems are the strategic update stagnation,the performance indicators have no strategic leadership;the extensive operation and management,the performance budget spending effect is poor;the functional management is unsuitable,the performance evaluation index system is not scientific,the supervision feedback is weak,the performance improvement is a formality,and the reasons and conclusions of the comprehensive performance management of CQ Power Company are obtained through investigation and interview.Three is problem oriented put forward to build comprehensive performance management framework and ideas,with strategic objectives as the starting point,draw CQ power company strategic map,strengthen coordinated strategic goals,build based on balanced scorecard and entropy method of comprehensive performance management index system,process control and performance audit,aims to effectively improve enterprise performance management of internal and external development power.Fourth,take E company of CQ Power Company as a case to implement comprehensive performance management,on this basis effectively improve the performance management level of E company.Fifth,to put forward the comprehensive performance management system safeguard measures.Finally,the comprehensive performance management of the case enterprise is summarized systematically,and the subsequent research is discussed.Based on the linkage of balanced scorecard and entropy method,Emphasize adhering to the performance management of grasping iron mark and stepping stone mark,Implement comprehensive performance management guided by strategic objectives,with process control as the starting point and driven by performance audit,Changed the previous performance management pays more attention to the management system design and optimization mode,Attach importance to the effective fund budget to undertake strategic objectives and performance management to achieve effective efficiency,Starting with strategic objectives management,Implement effective whole-process management,Increase the audit of the planning,monitoring,evaluation and feedback links related to performance management,Give the conclusion of performance management objectives,practical opinions and suggestions on real performance.After the implementation,it is found that it is more conducive to CQ Power Company to achieve real long-term stable and sustainable management performance.The research on comprehensive performance management of CQ Power Company from the perspective of "BSC + entropy right" not only provides theoretical guidance for the performance management of CQ power company,but also provides reference and inspiration for other enterprises,enriches the research in the field of performance management,and provides ideas for the next theoretical research.
