The occurrence of flood disasters often leads to the destruction of basic communication facilities and road networks in the affected cities and towns,loss of contact with the outside world,and the formation of "isolated islands",which brings great challenges to the relief assistance work of emergency management organizations.How to formulate a reasonable and efficient emergency rescue plan to minimize the risk and impact of flood disaster and save the victims’ lives and property losses and social and economic losses has important practical significance.This paper carries out theoretical analysis and research on the three links of the emergency response activity chain: pre disaster preparation,disaster response and post disaster rescue,and coordinates the overall development process of pre disaster emergency evacuation and material allocation,disaster rescue and emergency vehicle allocation,and post disaster material supply allocation,so as to achieve the purpose of evacuation and rescue of the victims and formulate the optimal allocation strategy of emergency materials.In order to realize the safe evacuation of residents before the flood,this paper establishes a multi-level facility network of mass gathering points,temporary resettlement points,shelters and material distribution centers in combination with the reality of coordination of multiple emergency response links,and constructs a dynamic programming model with the goal of minimizing the total system cost to coordinate and solve the comprehensive optimization problem of mass safe evacuation and reasonable allocation of emergency materials.The model focuses on analyzing the actual costs of people,vehicles and materials involved in the emergency response activity chain,and also characterizes the interests of the affected people through the cost of material shortage and the cost of punishment for not evacuating,so as to reduce their psychological pain.Secondly,considering the actual conditions of communication interruption and limited emergency resources in the early period after the flood,this paper carries out rescue to the affected areas in the order of UAV maintenance vehicle rescue team service mode.In the process of humanitarian rescue modeling,the number of rescue victims is maximized by improving the survival rate of the victims.At the same time,the flood risk value is set to reflect the threat of the disaster to the life safety of the rescue team.From the socio-economic perspective,the total cost of emergency rescue is minimized,and then a multi-objective dynamic planning model for the dispatch of rescue personnel and emergency vehicles is established,In order to formulate the optimal dispatching strategy of rescue personnel and vehicles and achieve more efficient emergency rescue.Finally,in view of the urgency of post disaster material demand,this paper adopts the truck aircraft truck joint transportation mode,combined with the four level service network consisting of "material supply point transit point distribution center demand point",and from the perspective of the government,the victims and rescue personnel,establishes a multi-objective mixed integer dynamic programming model with the total operating cost,the total transportation time and the psychological cost of the transport vehicle driver as the objectives,which can take into account the interests of multiple parties and ensure the timely distribution of materials to meet the needs of the victims.
