With the power market reform,especially the transmission and distribution reform,the supervision and supervision relationship between government and grid enterprises is changing profoundly,which has a series of impacts on the operation and development of grid enterprises,and some of the conflicts have even touched the fundamental issues of sustainable development of grid enterprises.From a comprehensive point of view,the new trend of transmission and distribution price reform is further refinement,standardization and informationization,which will lead to a shift from "constraint-passive" regulation to "active-incentive" regulation,grid enterprises should strengthen the observation of the status of the new regulatory relationship and future development trends.Grid enterprises should strengthen their observation of the current status of the new regulatory relationship and future development trends,incorporate policy uncertainty risks such as power system reform,state-owned enterprise reform and transmission and distribution price reform into the overall risk framework of the company,and promote the compliance work of grid enterprises to ensure the company’s sustainable development capability.The new regulatory system mainly brings new business risk points for grid enterprises,so this paper will focus on the logical line of adapting to the new tariff regulation,identifying the risks arising from the new regulatory policy and finally building a compliance management system for grid enterprises.This paper provides technical and theoretical support for grid enterprises to proactively adapt to regulatory requirements,adapt to new regulatory relationships,assess and respond to grid enterprise business risks,and build a compliance system.This paper compares the specific contents of Chinese new electricity reform,draws on international experience and theories,and studies the current regulatory situation related to the business of grid enterprises in China based on the experience of foreign power enterprises in adapting to regulation,and identifies,models and proposes a plan to deal with the risks for the regulated and market-oriented business of grid enterprises respectively.The Bayesian optimal and inferior method is selected as the risk indicator assignment method for regulated business,the decision test and evaluation test method combined with network analysis method is selected as the risk indicator assignment method for market-oriented business,and the fuzzy comprehensive evaluation is selected as the comprehensive evaluation method for operation risk,to build the risk identification and evaluation model for regulated business and marketoriented business of power grid enterprises under the new situation,and to propose the response plan for major risks,so as to this paper provides technical support for the company to acti vely adapt to regulation and prevent risks.The research significance of this paper is reflected in improving the grid company’s ability to look ahead to regulatory policies,adapting to the normal regulatory compliance system required by the new regulatory relationship,and thus enhancing the risk management capability of the grid company.By constructing a risk assessment model for grid companies’ operation,we focus on key risks,enhance the company’s sensitivity to the risks of grid companies’operation under the new electricity regulatory system,and reduce or avoid the losses caused by the risks to the grid companies.
