As air travel demand increases and there is a need for high-quality development of civil aviation in China,in 2021,the Civil Aviation Administration of China(CAAC)launched the "PreCheck"plan as a key task in deepening reforms during the 14th Five-Year Plan period.The "PreCheck"plan establishes and implements a classified and graded security check measures that match the risk levels of air passengers to strengthen civil aviation safety applicability.After pilot tests at various airports,it was concluded that the "PreCheck" channel significantly improves efficiency and greatly enhances the passenger experience.The construction of the "PreCheck"plan has also played many positive roles in promoting high-quality development of civil aviation.However,with the trend of localized management of civil aviation security checks,there is a phenomenon of imbalanced "safety" and "risk".In the context of a risk society,human inadequacy will increase the proportion of this imbalance and the possibility of it becoming uncontrollable.Therefore,during the implementation of the "PreCheck" plan,it is particularly important to fully recognize the policy defects,implementation deviations,and unexpected risks and derivative problems brought by internal and external environments.Based on the theories of 4R crisis management,dual-prevention risk classification and grading control,and good governance,the paper conducted a one-year tracking study on the implementation process of "PreCheck" at H airport,using case studies and comparative research to effectively identify,control,and alleviate civil aviation security risks of "PreCheck"through a combination of front-end control,process control,and post-supplementation.Frontend control mainly predicts the risk of object countermeasures implemented by "PreCheck"through risk awareness and assumptions;process control mainly analyzes the non-compliance risks of the subject implementing "PreCheck" through hazard identification;and post-control mainly finds the difficulties and resistance in the implementation process of "PreCheck"through continuous hidden danger investigation and remediation.After identifying and analyzing risks and hidden dangers,the paper used the SHEL model of civil aviation safety management to conduct further cause analysis and propose improvement suggestions based on factors such as human factors,hardware,software,environment,etc.Targeting potential risks of "PreCheck",such as the severe public safety situation,cultural and regional differences,occasional reinforcement characteristics of herd mentality,policy interpretation or execution deviations,comprehensive human factors,and transitional human engineering,and the emerging hidden dangers of "PreCheck",such as Murphy’s Law,information asymmetry between government and enterprises,and weak policy dividends.the paper returns to the theories of 4R crisis management and dual-prevention risk classification and grading control,and proposes optimization paths for mitigating risks from the perspectives of risk classification and grading control,residual risk assessment,and hidden danger rectification closed-loop at the policy level,social level,safety management level,system integration level,regulatory mode level,and political-business cooperation level in civil aviation,to help promote the "PreCheck" construction in civil aviation safely,rapidly,and effectively.The paper provides valuable experience for the nationwide implementation of high-quality and low-risk simplified security checks at civil airports by studying the security risks of implementing simplified security checks at H Airport.Meanwhile,as China’s civil aviation industry enters a critical period of enhancement during the 14th Five-Year Plan,"aviation safety" has become a fundamental basis and key guarantee for promoting the strategy of building a strong civil aviation country,and an important aspect of constructing a new phase of governance system and governance capacity for civil aviation.Therefore,this paper also has positive significance for promoting and applying public policies for aviation safety,improving the level of aviation safety management,and achieving the high-quality reform of China’s civil aviation industry and leading the development of international civil aviation as early as possible.
