The electric power industry is an important basic industry of national economy and social development.Electricity consumption is also one of the important vane to judge the trend of macroeconomy.The high speed increasing demand for electric power enterprises has put forward higher requirements for power transmission and distribution security prevention and control.The safe operation of the power grid system is not only related to the overall economic development,but also the social harmony and stability.In today's society,electricity has long been a necessity for people's life.Without stable electricity supply,the development of modern society is impossible.At the same time,the power system is also "fragile",and any small link in the power system will affect the whole power system,which will cause electric power safety accidents and harm public safety.In recent years,the occurrence of electric power safety accidents at home and abroad has caused chaos in the local social production and life order,resulting in the aggregation and protest of different groups of people,which seriously threaten the local public security and the economic loss is huge.After years of continuous exploration,the relevant employees at home and abroad have gradually realized that the reasonable risk assessment of electric powersafety is the basis and prerequisite for the prevention of electric power safety risk accidents.The effective risk assessment of power security can not only help people identify the risk of major power safety in advance,but also make corresponding plans for different types of electricity security risk according to the results of risk assessment,and guide the government departments and power enterprises to put limited public safety resources into those most need to be paid attention to.In terms of common power safety risks,we can reduce the harm of electric safety risk to social public security through power safety risk prevention and control measures.Therefore,it is not only an important task of the government departments and power enterprises,but also one of the urgent problems to solve the problem of public safety risk prevention and control.The research work in this paper includes four aspects.First,take SH electric power company as an example,summarize the common power safety risks under line power safety risk assessment methods.The total social electricity data of SH city is fifteenth in 31 provinces and cities(excluding Hong Kong,Macao and Taiwan).The scale of power supply is in the middle reaches of the country.The risk assessment results and risk prevention and control methods have certain representation.As a pioneer of urban development after the reform and opening up,SH city has been taken in the field of urban power safety risk assessment.The experience gained can provide some reference for the power security risk assessment of new towns.At the same time,in the long-term power security risk assessment practice,electric power enterprises from many risks cause to sum up the risk of high frequency and easy to cause major social adverse effects as common electricity security risk.Through risk assessment and timely prevention and control of these common power safety risks,we can reduce their harm to social public safety.The two is based on the existing power security risk assessment methods,and analyzes the shortcomings of the existing risk assessment methods to improve the existing power security risk assessment methods.The risk assessment of power safety in China started relatively late.At present,the current risk assessment procedure of electric power safety and the evaluation method of the major risk of power safety based on the risk thermodynamic map have filled the blank of risk management in our country for many years,and played an extremely important role in the actual risk assessment,but it still exists the object of evaluation.Lack of accuracy,inaccuracy of evaluation methods and inapplicability of evaluation results can be improved.Three,on the basis of the existing risk assessment methods,the "risk weight comprehensive hazard" model is proposed.From the risk weight and the comprehensive hazard two aspects of the risk assessment of common power security,the existing risk assessment methods are refined and expanded,raising the accuracy and practicability.The four is to use the "risk weight-comprehensive hazard" model to verify the safety risk of the common grid from the two aspects of the single risk causes and the multiple risk causes,and put forward the corresponding risk prevention and control countermeasures.
