| Safety is central content of the development of civil aviation,and safe flight is also the ultimate goal civil aviation airports always strive to achieve.To ensure the safety of every passenger and the stable development,the airport is bound to ensure the safety of every flight of the airline’s aircraft to the airport.As one of the most important airports of the four major transportation hubs in the three provinces in northeast of China,C Airport always adheres to the policy of “prevention first,safety first”.As the most important aircraft maintenance department of C Airport Group,Maintenance Engineering Department is responsible to ensure the continuous airworthiness safety of the aircraft and protect the life safety of passengers.The responsibilities of C Airport Maintenance Engineering Department include the repair and maintenance of the body,engine and airborne equipment,auxiliary power plant and other systems and components of civil aviation aircraft,as well as the ground service and snow and ice removal for winter aircraft for the aircrafts of various airlines.Each airline allows Maintenance Engineering Department to sign an authorization agreement and authorize Maintenance Engineering Department to carry out the maintenance and service airworthiness work for the aircraft of the airline company.The work quality of Maintenance Engineering Department staff is closely related to the maintenance safety of the aircrafts and only by ensuring the work quality of the employees of the company will the airworthiness safety of the aircraft be promoted.And the safety performance appraisal program effectively promotes the work behavior of employees and motivate employees to work in strict accordance with the standards.C Airport Group,established in 2003,consists of Planning and Development Department,Financial Management Department,Human Resources Department,Quality and Safety Department,Aviation Security Department,Flight Area Management Department and Terminal Management Department.Maintenance Engineering Department is responsible for the airworthiness of aircraft operated by airlines from C Airport by allocating of personnel and equipment within the system.However,during the development of past years,the Maintenance Engineering Department of C Airport Group did not allocate abundant resource to the safety performance appraisal scheme,which led to problems constantly coming up in the executing of the scheme.To name a few,safety performance appraisal content is insufficient;safety performance appraisal content is not comprehensive;safety performance appraisal process is not in-depth;safety performance appraisal results are not fully applied.Problems existing in the safety performance appraisal scheme for Maintenance Engineering Department of C Airport Group are mainly caused by the following reasons.Firstly,policy-makers have their cognition deficiency of the department’s safety performance appraisal scheme.Secondly,The department does not fully mobilize the resources of each department during the formulation of the safety performance appraisal scheme.Thirdly,during the execution of the safety performance appraisal scheme,the implementation of human resources is insufficient.Fourthly,there exits no strong correlation between departmental safety performance appraisal scheme and departmental reward-punishment system.According to the current situation and potential causes of problems of the safety performance appraisal scheme,the Maintenance Engineering Department of C Airport Group is expected to optimize from the following aspects according to the actual situation.To begin with,optimize the safety performance appraisal indicators,define the scope and evaluation standard of key performance appraisal indicators.Next,optimize the safety performance appraisal personnel and arrange trainings for safety performance appraisal personnel regularly.Finally,optimize the safety performance appraisal process according to the principles of equity theory and expectation theory,and improve the safety performance appraisal scheme to raise employees’ sense of fairness in their work.In order to ensure the smooth optimization of the safety performance assessment program of C Airport Maintenance Engineering Department and ensure that it will play a maximum role,the optimized program needs to be supported by employees and management,and it needs to constantly strengthen the construction of enterprise safety culture to create a firm safety concept.Finally,through the optimization of the safety performance assessment program,the safety level of the whole department can be improved,so as to ensure the flight safety of C Airport. |
