| New energy vehicles have the advantages of environmental protection and low energy consumption,providing a strong support for the development of low-carbon economy.With the rapid development of new energy vehicle in the past 20 years,it has become an important part of strategic new industry,which provides solid support for our future national strength and also provides great help for our advantage in global competition.In order to realize the energy conservation,environmental protection and national energy security,accelerating the development of Chinese new energy automobile industry and enhancing the technological innovation ability of new energy automobile enterprises have become urgent tasks.The government has adopted a number of fiscal and tax policies to support the R&D and innovation activities of new energy vehicle enterprises,among which the preferential policy of enterprise income tax is the most important and effective measure.The implementation of the policy has boosted the confidence of new energy vehicle enterprises and prompted them to further increase their investment in research and development activities,so that new energy vehicle enterprises have made greater breakthroughs in research and development innovation.However,whether the preferential income tax policy can play an incentive role in the research and development activities of new energy vehicle enterprises,and how the incentive degree is,this paper is carried out under such a background.In this paper,related concepts and theories are sorted out and analyzed to provide a solid theoretical basis for this paper;Then combined with the existing data to analyze the new energy automobile industry development status quo,pointed out the shortcomings of research and development status quo,then concluded the current new energy automobile enterprises can enjoy income tax preference policies,found that the current tax preference is not strongly targeted,narrow coverage and so on;Then,relevant hypotheses were proposed in combination with the theory,138 listed new energy vehicle enterprises were selected to establish sample data,OLS regression model was used to analyze the incentive effect of income tax preferential policies on R&D input and output of new energy vehicle industry from an empirical perspective.Then,the heterogeneity analysis is carried out,and listed enterprises of new energy vehicles are divided into large scale,small scale,upstream,midstream and downstream enterprises,and the difference of incentive effect of income tax incentives on R&D input and output of different types of enterprises is studied.The results show that: First,corporate income tax incentives have a positive incentive effect on R&D input and output of new energy vehicle enterprises.Second,corporate income tax preferential policies promote innovation output by promoting R&D investment of enterprises.Thirdly,the incentive effect of enterprise income tax preference on R&D input and output of large-scale new energy vehicle enterprises is stronger than that of small-scale enterprises.Fourthly,the incentive effect of enterprise income tax incentive on R&D input and output of upstream enterprises of the new energy automobile industry chain is stronger than that of middle and downstream enterprises.Based on the above conclusions,this paper puts forward the following suggestions: First,further strengthen the enterprise income tax preferential policies.Can expand the scope of income tax deduction items,appropriately increase the proportion of credit;We will increase preferential deductions for research and development expenses.Second,we will implement personalized and targeted preferential policies for corporate income tax.Increase income tax incentives for middle and downstream enterprises;We will increase income tax incentives for small-scale enterprises.Third,increase the diversity of corporate income tax preferential policies.For the new energy automobile industry income tax preferential policies should cover the supporting facilities of new energy vehicles. |
