| At present,China’s urban development has entered a mature stage of urbanization,and urban spatial development is facing a new normal from incremental expansion to stock renewal.The report of the 20th National Congress of the Communist Party of China put forward the requirements of "promoting high-quality development,promoting the construction of a new development pattern,and implementing supply-side structural reform",making the exploration of high-quality development the research focus of promoting urban transformation.Currently,stock industrial land in high-tech zones of megacities is facing a spatial development dilemma and needs to be updated to release its development potential.As an important starting point for the high-quality development of urban space,the renewal of stock industrial land is also an important driving force to promote the transformation of old and new kinetic energy.Therefore,it is of great significance to study the renewal of stock industrial land in high-tech zones of megacities for promoting high-quality urban development,transforming old and new kinetic energy,and optimizing spatial allocation efficiency.Based on relevant basic research,the thesis constructs"5+2+4",namely,an analytical framework for the renewal of stock industrial land in megacity High-tech Zones characterized by five evaluation dimensions,two perspectives of major interests and four renewal strategies.On the basis of systematically combing the renewal characteristics of the stock industrial land in 16 national High-tech Zones of 14 megacities in China,taking Xianwen District of Jinan National High-tech Zone as an example,the renewal potential of 30 stock industrial land parcels was evaluated from five dimensions of "economy,space,innovation,development and ecology",and from the perspective of two main interest subjects of "Management Committee of Hightech Zone—Enterprise".The thesis puts forward four renewal strategies of "demolition and reconstruction,comprehensive renovation,function conversion and timing renewal" in Xianwen area.The main contents are as follows:Firstly,this thesis systematically sorts out the current situation of the stock industrial land in 16 national High-tech Zones in 14 large cities in our country and the problems existing in its renewal,and defines the development characteristics of the stock industrial land in our large city High-tech Zones,and chooses a case to gain the experience and enlightenment of the stock industrial land renewal in High-tech Zones.Secondly,taking the Xianwen Area of Jinan National High-tech Zone as an example,the existing problems of 30 stock industrial land parcels(138.20hm2)in Xianwen Area of Jinan High-tech Zone are clarified,from the land use,industry types,land features,the main interests,renewal model of the five aspects of analysis.An evaluation system for the renewal of stock industrial land has been established in five dimensions,namely "economy,space,innovation,development and ecology",and emphasis has been placed on the selection of evaluation indicators from the aspects of industrial upgrading,technological innovation and the replacement of the old drivers of growth.Through the two-level and three-type evaluation process of "initial screening and secondary evaluation",the 30 stock industrial land parcels in Xianwen District were divided into three categories of renewal potential:high,medium and low,and the number of them were 16,(35.51%),12,(56.01%)and 2(8.47%).Respectively,which provided the research basis for proposing the adaptive renewal strategy of stock industrial land.Thirdly,based on the current market background conditions,from the perspective of"Management Committee of High-tech Zone—Enterprise" two main renewal interest subjects,through questionnaire survey and discussion,clarified the intention and demands of renewal interest subjects.Establish a game matrix for the renewal willingness of the stakeholders of the stock industrial land.Four renewal strategies of "demolition and reconstruction,comprehensive improvement,function conversion and timing renewal" were analyzed and determined for 30 stock industrial land parcels in Xianwen District.There are various options for renewal strategies for the stock industrial land with different renewal potentials.The high-to-medium renewal potential(28 parcels of the stock industrial land)can be replaced by demolition,redevelopment or comprehensive remediation,covering an area of 126.49 hm2(91.53%),The low update potential(2 parcels of the stock industrial land)was attributed to the strategy of functional conversion or timed update,covering an area of 11.71 hm2(8.47%).Finally,from the four aspects of implementation guarantee,policy innovation,spatial planning and mechanism exploration,it puts forward suggestions on the renewal of stock industrial land in Jinan High-tech Zone,which includes coordinating multiple interest subjects,optimizing and updating the security system,guiding industrial upgrading and optimization,and adjusting the land transfer cycle,so as to ensure the promotion and implementation of the renewal path of stock industrial land in the megacity High-tech Zones.This thesis puts forward the analysis framework of the renewal of stock industrial land in the High-tech Zone of megalopolis with the characteristic of "5+2+4" as the path,and forms the renewal path of "The evaluation of renewal potential+the game of interest subjects+the choice of renewal strategy",the evaluation method of the industrial land renewal potential,the game of interest subject and the choice of renewal strategy are proposed,which enriches the theoretical connotation of the industrial land renewal.In practice,the results have guided the adaptability of the renewal strategy of the stock industrial land in Jinan High-tech Zone.It effectively supports the research on the spatial planning of town and street-level land in Jinan High-tech Zone,and the research on the path and mechanism of revitalizing the stock potential land in Jinan High-tech Zone.It is of great significance to improve the quality and efficiency of stock industrial land,to upgrade the industrial transformation,to transform the old drivers of growth,to refine management.At the same time,it provides a case reference for the renewal of stock industrial land in similar High-tech Zones. |
