| In the process of urbanization,land resources are becoming scarcer.The state attaches great importance to low-efficiency land and promotes the re-development and utilization of low-efficiency land.The strategy of re-development of low-efficiency industrial land has become a hotspot in today’s academic research.This paper takes Yunpu Industrial Zone as the research object,summarizes the identification methods of low-efficiency industrial land types,summarizes the problems of low-efficiency land redevelopment on the edge of the central urban area,and proposes a framework for low-efficiency industrial land redevelopment planning with special planning as the core.First,this paper focuses on the theoretical results of low-efficiency land development at home and abroad and the experience basis of land redevelopment.It mainly studies and analyzes the empirical practices of the redevelopment of existing industrial land in relevant urban industrial areas in China,including the Shenzhen Shekou Net Valley Project,Hangzhou Shangcheng Electronics The mechanical function area project and the Caohejing Songjiang High-tech Park project in Shanghai have extracted the experience of redeveloping inefficient industrial land in these areas.Secondly,through an in-depth investigation on the current status of industrial land in Yunpu Industrial Zone,after introducing the development history of Yunpu Industrial Zone and the status of industrial land,this paper identifies the inefficient industrial land in Yunpu Industrial Zone,and analyzes In terms of distribution and land use efficiency,the current status of the redevelopment of existing industrial land in the Yunpu Industrial Zone is evaluated.On the basis of the evaluation,the difficulties of redevelopment of inefficient industrial land in Yunpu Industrial Zone were objectively analyzed.Finally,based on the multiple dilemmas faced by the low-efficiency industrial land redevelopment in Yunpu Industrial Zone,this article proposes the introduction of special plans to upgrade the industrial zone environment,promote industrial upgrading,optimize the transportation system,and upgrade industrial facilities,etc.,to guide the industrial zone from a macro perspective.Improve the redevelopment environment of low-efficiency industrial land;introduce redevelopment units,establish a systematic and participatory development operation mode,and provide operational guidance for the redevelopment of low-efficiency industrial land;introduce flexible land use system to adapt to the emergence of redevelopment process It is quickly controversial;introduce a dynamic management mechanism to dynamically supervise the redevelopment and utilization of inefficient industrial land in the park,and urge enterprises to upgrade their transformation;introduce public participation systems and other inefficient industrial land redevelopment strategies. |
