| At present,the reform of the electric power industry has made some progress,the county-level power supply enterprises as an important part of the state-owned economy,should use a good attitude to adapt to the reform trend.It is a great challenge for county-level power supply enterprises to break the human resource management under the condition of monopoly and get rid of the deviation in performance appraisal.Therefore,in order to improve operating efficiency and market competitiveness,better reflect the business situation and performance of enterprises,it is very urgent to establish a scientific performance appraisal system.In this thesis,through consulting and studying domestic and foreign literature,local city and county power supply companies commonly used performance appraisal methods,Taking C power supply Company as the research object,through the analysis of employee interviews,questionnaires and other methods,it concludes that there are problems such as unscientific evaluation system design,unreasonable evaluation index allocation,formalized performance evaluation process,and insignificant effect of evaluation results.Combined with the status quo of the company’s performance evaluation system and the strategy of the national grid,the company strategy of C power supply company is defined and the strategy map is drawn.The balanced scorecard was introduced.For better optimization,The fifth dimension of social responsibility is added to the traditional four-dimensional model,and five dimensions of profit and target,customer,internal process,learning and growth and social responsibility are constructed.Then,the strategic goal is divided into five key indicators,and the priority of indicators is determined by Delphi method,and the weight of indicators is determined by analytic hierarchy process forming a new set of performance appraisal system.Finally,in order to ensure the smooth implementation of the optimized performance appraisal system,safeguard measures are established from the following three aspects: setting up correct performance concept,carrying out training and learning,and unblocking communication and feedback channels.In this way,the whole closed loop is completed,which makes the performance appraisal system of C power supply company more scientific and complete. |
