Research On The Influencing Factors Of Compile "Contractor Requirements" And Match Strategy In The EPC Project

Due to the characteristics of pricing first and then designing,there is often no detailed construction drawings that can be used as the basis for awarding contracts,so "contractor requirements" constitute an important basis for the contractor to reflect the construction purpose,the contractor’s bidding quotation,the distribution of contractual rights and obligations between the two parties,completion acceptance and even dispute resolution.Since performance requirements and prescriptive requirements are equally important when the contractor requires the preparation of choices,it is necessary for the owner to make a reasonable match according to the needs of the project and the characteristics of the project itself.Therefore,how to match the performance requirements or prescriptive requirements of the owner with the influencing factors of the detailed requirements of the contractor’s requirements is an urgent problem to be solved in this study.This study focuses on the content required by the contractor,and studies the matching between the factors influencing the detailed level of the contractor’s requirements and the owner’s preparation strategy under the EPC mode.Firstly,based on literature analysis and case analysis,the extracted influencing factors are divided into two dimensions: project subject factors and project object factors,and the expert interview method is further used to identify the key influencing factors of the detailed level of the contractor’s requirements.Secondly,starting from the strategic idea of the preparation of the requirements of the contractor,based on the three-level framework of the requirements of the contractor,this study summarizes the concept of the preparation of the requirements of the contractor as "the level of detail of the requirements of the contractor",and analyzes the two preparation strategies based on the detailed level of the requirements of the contractor.Based on the combined perspective,the method of potential profile analysis is used to match the key factors influencing the detail level of the contractor’s requirements with the two compilation strategies of the detailed level of the contractor’s requirements.Based on the data results of potential profile analysis,it is divided into two categories and named respectively: "Low Contractor Requirements Detail Influencing Factor Group" and "High Contractor Requirements Detail Influencing Factor Group",when the complexity of the project and the transparency of information are high,the owner’s readiness and completion and the comprehensive ability of the general contractor are low,the preparation strategy based on the performance of the contractor’s requirements is selected.When the complexity of the project is low,the level of transparency of information,the readiness of the owner and the comprehensive capacity of the general contractor are high,choose a preparation strategy based on the level of detail required by the contractor.In summary,this paper attempts to reveal the influencing factors of the detailed requirements of the contractor and the matching path of the owner’s preparation strategy from the perspective of configuration,so as to provide feasible and effective suggestions for the implementation of the contractor’s requirement preparation strategy under the EPC mode.
