| Water resources play an important supporting role in the fields of regional population,resource regulation and environmental coordination and protection.As a major province in Central China,Henan Province has uneven distribution of water resources and relatively scarce water resources.As a basic element of social and industrial development in Henan province,water resources have directly restricted the economic and social development of Henan Province.Therefore,the demand for industrial water in Henan Province has become a key concern of the government and an urgent problem to be solved.Scientific and reasonable industrial water allocation of limited water resources in the region can greatly promote the development of economic society in the region.Based on this,this paper takes the relevant data of industrial water use in Henan Province from 2010 to 2020 as the basis.Firstly,the Global Super-SBM-DEA model and global Malmquist-Luenberger total factor production efficiency index were used to establish an evaluation index system for the static and dynamic evaluation of industrial water use efficiency in Henan Province.Secondly,the grey prediction model was used to predict the industrial water demand of cities in Henan Province in two planning years,then the objective function and constraint conditions were set up,and the optimal allocation model was constructed.The NSGA—Ⅲ algorithm was used to optimize the industrial water demand of cities in Henan Province in two planning years,and the allocation scheme was generated according to the optimal allocation results.The main research contents and achievements of this paper are as follows:(1)The static and dynamic evaluation analysis of the industrial water use efficiency of all cities in Henan Province shows that during 2010-2020,the average value of industrial water use efficiency of Jiyuan city is over 1.00,while that of other cities is not effective.There is a big gap between all cities.The difference between Nanyang City and Jiyuan City is0.807.The second city,Zhengzhou,has an average efficiency of only 0.715.From the perspective of changing trend,the industrial water use efficiency of all cities has increased,and nearly half of the cities have an efficiency value of more than 1.00 by 2020.The city with the largest growth rate is Sanmenxia City,whose efficiency value reaches 1.626 in 2020.The results of GML efficiency index showed that the industrial efficiency of all cities in Henan Province was on the rise,and the improvement of industrial water efficiency was mainly due to technological progress.The GML index of each city during 2010-2020 shows that there are great differences in the industrial efficiency index among different cities,and technological progress has a greater impact on the water use efficiency of each city than the enhancement of water use technical efficiency.(2)According to the optimal allocation of industrial water use in the planned years 2025 and 2030 of Henan Province,the results show that the water shortage situation of Henan Province in the two planning years will be better than the current situation in 2020,and the water shortage rate of all water-deficient cities will decrease significantly.In 2025,13 cities will be water deficient,but only Zhengzhou and Nanyang city are more prominent.The water shortage rate is 1.5% and 4.5%,and the water shortage rate of other cities is lower than 1.0%,which does not affect the normal industrial production of cities.In 2030,the situation of industrial water shortage in Henan Province continues to improve,the number of industrial water shortage cities decreases,but the water shortage rate of industrial water shortage cities increases,among which the water shortage rate of Anyang,Puyang and Zhoukou is 7.0%,5.8% and 5.3%,respectively.Finally,according to the water shortage phenomenon in different cities in the two planning years,this paper puts forward the related hypothesis,and puts forward the related policies and suggestions for the industrial development and industrial water resources exploitation and utilization in Henan Province.(3)According to the results of efficiency evaluation and optimal allocation,the analysis shows that the industrial water shortage of each city in Henan Province is positively correlated with the industrial water efficiency of each city to some extent.In the process of industrial production,the utilization efficiency of water resources and the degree of technological progress do not match the production and water demand,so that the water allocation is less than the water demand when the economic and environmental benefits are maximized.If water is distributed according to water demand,part of water resources will be wasted.Therefore,all cities in Henan Province should improve the efficiency of industrial water use in industrial production,so as to obtain the maximum industrial benefits with less industrial water demand.In addition,Henan Province should pay attention to the comprehensive benefits of all aspects in industrial water allocation,so as to promote the overall,comprehensive and coordinated development of Henan Province. |
