With the rapid development of economy and dramatical increase of population, global water crisis becomes more and more serious which has aroused world people's attention. Floods,drought and water shortage, water deterioration of the ecological environment and other water issues, have become serious restriction factors which threat to the sustainable development of socio-economic in China. In recent years, the production and living water demand is growing year by year, but water pollution, water shortages and waste of water aggravae the conflicts of water supply and demand, also led to a series of socio-economic and ecological-environment problems. How to improve the efficiency of water utilization and accomplish sustainable utilization of water resources, is not only the primary task on water conservancy in 21st century, but also is an urge subject faced academic circle.This paper begins with the background and the research meaning of water resourse optimized allocation, and discusses the basic concept,theory, methods and development direction in details.Then the paper analyses the physiographic and social economy by combining an actual case of South-to-North water transfer project in Handan, some problems including present status and condition of water resources, the character of the supply-demand water system and the questions about water resources exploring and using were pointed out; Water requirement of living, industry, agriculture and ecological environment are forecasted by using forecasting theory and method; Water system is analyzed and generalized into many souses and uses. Then the multi-objective model is established basing on water situations of two planning standard years(2010,2020)and three probabilities of assurance(P=50%,75%), it draws up the model parameter, using the multi-objective decompose and coordinated genetic algorithm to solve the optimization model.Thus we make up a computer program and discuss the real applicability of GA in water resources optimization. The output of the optimization model is analyzed in the aspects of water supply and demand, goal and effect in optimized disposition and coordinated development of water system , in the end the essay gives some measures to solve water shortage problems.The study conclusion indicates that the study on the optimized allocation of water resources will help us find out the relation of water supply and demand, improve economy and social benefit and pay attention to the protection of ecological environment, which has a practical meaning to realize the sustainable utilization of water resources and the sustainable development of economy for Handan.
