| As China’s civil aviation industry transforms from a major aviation country to a strong one,the workload of air traffic control has become increasingly heavy.Due to the professional characteristics of air traffic controllers,some personnel in the workforce may gradually become unable to continue their duties due to physical conditions or declining job skills,which directly affects aviation safety.Therefore,the exit mechanism for air traffic controllers not only provides a reasonable exit path for those who have made outstanding contributions,protects their legitimate rights,and avoids talent loss,but also rationally and orderly eliminates some personnel who cannot perform the current air traffic control positions.This will create a skilled,well-mannered,and dynamic team of air traffic controllers,fundamentally ensuring aviation safety.This study adopts questionnaire survey and interview methods to collect and analyze data on the construction of the air traffic controller exit mechanism.Based on the theories of human capital and social responsibility,the research follows a logical approach of analyzing the current situation,identifying issues,exploring causes,and proposing solutions.By combining statistical data,it identifies the operational challenges faced by the air traffic controller exit mechanism,including reverse selection of air traffic controllers,insufficient management motivation for exits,increased operational risks due to unreasonable personnel exits,weak screening function of performance assessment,and increased employment costs for air traffic units.Furthermore,it explores the underlying reasons behind these challenges,such as traditional beliefs hindering progress,unclear exit criteria,limited internal exit opportunities,inadequate external exit pathways,lack of supporting measures for exit management,incomplete exit management procedures,and constrained entry channels.Finally,it delves into how to establish and improve the exit mechanism for air traffic controllers by focusing on improving the exit environment,refining exit criteria,facilitating exit channels,enhancing exit procedures,establishing comprehensive exit guarantees and relief systems,and smoothing entry channels that align with the professional characteristics of air traffic controllers.This article innovatively applies the theory of social responsibility to human resource management in public organizations,and proposes that the exit process be used as the core of the exit mechanism,to connect the components of the exit mechanism and achieve its effective operation,in order to achieve the survival of the fittest among air traffic controllers. |
