In recent years,the reconstruction of rundown urban areas has been vigorously carried out in large,medium and small cities across the country.L city,as an old city with early urban development,has a high urban density,where "villages in cities" and rundown areas still exist.It has become an important issue to provide the people with homes and create livable conditions,and to realize the “Dream of a Comfortable Home” for the residents in rundown urban areas on the road to common prosperity.With the concern of the masses and the attention of the government,the investment and development enterprises have been becoming more and more involved in the field of the rebuilding of rundown areas with increasing participation.However,the work of rebuilding of rundown area is multifaceted and involves numerous parties.It affects a wide range of interest groups and often faces risks such as difficulties in relocation,funding gaps,and the impact of the COVID-19 pandemic.Meanwhile,as an important people’s livelihood project,the reconstruction of rundown urban areas is fundamentally different from ordinary real estate development projects.In addition to the characteristics of ordinary engineering projects,it also has strong political attributes.In the process of project implementation,it is necessary to pay more attention to risk control.Based on the current research status of engineering project risk management and reconstruction projects of rundown areas at home and abroad,this paper takes the rebuilding rundown areas project in D area of L city as an example,and adopts the qualitative analytical method of analytic hierarchy process(AHP)and the quantitative analysis method of fuzzy comprehensive evaluation(FCA)to study the rundown areas rebuilding projects risk management.By identifying and analyzing the risk factors of the D area’s rundown area rebuilding project,this paper embeds the risk management process into the specific rundown area rebuilding project,and identify and analyze the risks in the implementation process of the D village rundown area rebuilding project based on the WBS,then work out the main risk factors in each stage of the project,from house requisition,planning and design,construction to final sales,and establish a project risk list.Based on this,a risk evaluation index system for the D area’s rundown area rebuilding project is constructed.By using the analytic hierarchy process method,this paper establishes a risk assessment matrix and a risk matrix model,combines expert scoring results,and calculates the characteristic vector,maximum characteristic value,and the influence weight value of each risk index.By using the fuzzy comprehensive evaluation method,this paper constructs a fuzzy evaluation matrix,combines expert scoring results,and calculates the weight of fuzzy evaluation index,and makes comprehensive analysis of the evaluation results,then work out the major risk factors which need to be prevented in the implementation process of the projects,and puts forward targeted prevention and response strategies.By using the analytic hierarchy process and the fuzzy comprehensive evaluation theory,this paper enriches the theoretical system of rundown areas rebuilding projects risk management,and enhances the application of risk management theory in the rundown areas reconstruction projects management.It provides a good reference and scientific guidance for similar projects in the future;it helps to comprehensively and effectively control the risks in rundown rebuilding process,achieve the expected economic and social benefits,make up for the shortcomings in project risk response and ensure the smooth progress of the D project;it also improves the risk management awareness and response capabilities of enterprise managers,reduces enterprise losses,and increases enterprise efficiency,to achieve win-win situation between enterprises and governments.It has practical significance and application value for better participating in the development and reconstruction of rundown areas rebuilding projects and creating a livelihood project that the government can trust and the people are satisfied with.
