The Research On The Problems Of Administrative Law Enforcement Of Transportation On Highways In Quanzhou City, Fujian Province

In recent years,there have been frequent cases of obstructing law enforcement officers across the country,negative public opinion on traffic administrative law enforcement has emerged one after another,the status of law enforcement in traffic administration has declined,the authority of law enforcement has been weakened,and the credibility of law enforcement has been gradually weakened.Some drivers and extreme media maliciously smear and manipulate right and wrong in many information platforms,creating antagonistic emotions and further deteriorating the law enforcement environment.Many people are dissatisfied with the work of traffic administrative law enforcement,believing that law enforcement personnel should have empathy,and law enforcement personnel should be warm in law enforcement,practice the purpose of personal name service,and face the helplessness of long-distance truck drivers to make a living,so that law enforcement has more strength and warmth.Taking grassroots traffic administrative law enforcement as an example,this paper selects the problems existing in highway traffic administrative law enforcement in Quanzhou City,Fujian Province to carry out countermeasure research.On the basis of analyzing the research background and research significance,relevant theories such as service-oriented government theory and holistic governance theory are applied,and using literature research methods,field research methods and questionnaire survey methods,we fully affirm the achievements of traffic administrative law enforcement in Quanzhou City,Fujian Province,and deeply analyze the outstanding problems and causes of problems.The aim is to clarify the characteristics and shortcomings of highway traffic administrative law enforcement in Quanzhou City,Fujian Province,and strive to find ways to further standardize highway traffic administrative law enforcement behavior and enhance highway traffic administrative law enforcement capabilities,improve law enforcement credibility,establish a new image of traffic administrative law enforcement,and provide practical experience and reference for the reform of traffic administrative law enforcement in domestic provinces and cities.The way to improve the capacity of traffic administrative law enforcement,improve the credibility of law enforcement,establish a new image of traffic administrative law enforcement,and also provide practical experience and reference for the reform of traffic administrative law enforcement in provinces,cities and regions in China.The article focuses on the following five chapters.The first chapter of the introduction briefly expounds the research background and significance of this paper,and selects relevant typical literature at home and abroad for research analysis,and clarifies and forms the research ideas and methods of this paper.Chapter 2 defines and summarizes the concepts of administrative law enforcement,traffic administrative law enforcement,and highway traffic administrative law enforcement,and elaborates of service-oriented government theory and the holistic governance theory,laying the theoretical foundation for research.Chapter 3 focuses on the actual situation of traffic administrative law enforcement of Quanzhou Expressway in Fujian Province,mainly discusses in detail from the aspects of organizational structure,establishment and setup,work responsibilities,work measures and reform results,analyzes the existing problems in Quanzhou Expressway traffic administrative law enforcement in Fujian Province,and deeply analyzes the causes of the problems.Chapter 4 introduces the typical practices and advanced experiences of traffic administrative law enforcement of other regions,such as Lianyungang 、Huanan and Hangzhou,and summarizes the experience and enlightenment that can be used for reference.Chapter 5 proposes countermeasures to improve the effectiveness of highway traffic administrative law enforcement in Quanzhou City,Fujian Province,based on the problems analyzed and summarized in the previous section and the reasons for their occurrence,combined with domestic and foreign reference literature and experience.
