Food quality and safety has always been a hot topic of social concern.Vegetables,as People’s Daily consumer goods, are directly related to the quality of people’s life and even related to people’s health.Farmers,as vegetable producers, use pesticides in the process of vegetable production is directly related to the quality and safety of vegetables. As a winter melon and vegetable production base in China,Hainan must start from the source of production to guide and regulate farmers’ drug use behavior in order to produce green vegetables and build a green and healthy vegetable brand.Based on the perspective of neighborhood effect, this paper took Hainan vegetable farmers as the research object to investigate the influencing factors of safe drug use behavior of vegetable farmers. The behavioral process of pesticide use by vegetable farmers includes three behavioral processes: pesticide purchase, pesticide application and pesticide picking during safe intervals. To ensure the safe production of agricultural products, farmers must ensure the safety and standard of each behavior of pesticide use.As long as one or more behaviors appear unsafe drug use behavior,it will lead to vegetable residues exceeding the standard. Therefore, the behavior performance of safe drug use behavior of vegetable farmers is investigated from three links, such as pesticide purchase, application and picking during safe intervals. In this paper,by combing existing domestic and foreign literatures,it is found that there are few literatures on the study of household medication behavior from the perspective of neighborhood effect, and the research conclusions are controversial. And then defines the relevant concepts of this study and expound neighborhood effect theory, the pattern of difference sequence theory and the theory of rural community, based on the construction of neighborhood effects on the basis of theoretical analysis the influence of the Angle of vegetable farmers security and medical treatment behavior path graph, and put forward the neighbourhood factors, relations of difference, villages and farmers cognitive characteristics, such as four aspects affecting the safe drug use behavior of the farmers hypothesis; Then to design the questionnaire and on-the-spot investigation to obtain relevant data, the team also conducted cowpea seeds from the beginning till the end of the harvest to the medication observation experiment, tracking feedback specific characteristics of vegetable farmers use, found that farmers personal characteristics the choose and buy, pesticides, pesticides and pesticide safety interval picking behavior characteristics;Finally,SPSS23.0 measurement software was used to carry out binary Logistic regression processing on the relevant data, and the research hypothesis was tested, and the following research conclusions were drawn:(1)Generally,vegetable farmers have been engaged in vegetable planting for a long time and have rich planting experience, but they have also formed their own habits of production and drug use.The phenomenon of low educational level is common, and the understanding of pesticide knowledge and the level of medication technology need to be improved.(2)Through empirical testing of the research hypothesis,it was found that the neighborhood effect existed in the behavior of vegetable agricultural drug use,and the behavioral decisions of each link of vegetable agricultural drug use were affected by the neighborhood effect, but the influence degree of neighborhood effect was different in different behavior links of vegetable agricultural drug use.In other words, the neighborhood effect has a greater influence on pesticide selection and application behavior, but less influence on pesticide picking behavior during safe intervals.Through investigation and experiment observed regardless of the developed economy and poor rural communities, farmers in the choose and buy and use pesticides act is decisive factors affecting on the final decision of the pesticide shop outside rural communities,in the choose and buy and use pesticides act on pesticide shop recommended for vegetable farmers to adopt safe drug use behavior positive guiding role.(3)The empirical findings show that the neighborhood effect has a great difference in each link of the safe drug use behavior of vegetable farmers, and the direction of the influence is also different. In the purchasing behavior of pesticide, the more the vegetable farmers choose pesticide according to the recommendation of vegetable experts, the more they are inclined to choose pesticide safely. However, the recommendation of neighbors and friends had no significant effect on pesticide purchasing behavior. In the pesticide application behavior, the more the farmers rely on the experience or recommendation of neighbors, relatives and friends, the more likely the farmers are to apply the pesticide safely, while the more the farmers rely on the experience of vegetable experts, the unsafe application behavior will occur. The experience or recommendation of neighbors, relatives, friends and vegetable experts had no significant influence on the behavior of pesticide picking at safe intervals.Among the added control variables, the education level and annual per capita income of the family had influences on pesticide purchasing and application behavior, while gender and vegetable planting years had influences on pesticide picking behavior during safe intervals. Therefore, according to the conclusions of the study, the corresponding policies were put forward, that is,to play the bridge role of neighborhood effect in the spread of vegetable safety production technology,to strengthen the standardization of pesticide ratio in pesticide stores,to improve the knowledge and technology level of pesticide use of vegetable farmers, and to strengthen the monitoring of pesticide residues in vegetable market.
