An Empirical Study On The Behavior Willingness Of Safe Drug Use Of Apple Growers In Shandong Province

Apple is one of the most widely planted and most productive fruits in the world.As the largest apple production and consumption country in the world,apple industry has always played an important role in China's fruit market.In recent years,with the continuous improvement of people's living standards and the enhancement of food safety awareness,the market demand for green and high-quality apples is increasing.Green and pollution-free apples with high quality and high price have been gradually recognized by the majority of consumers.As the world's largest apple producer,China's apple output in 2018 reached39.2334 million tons,accounting for 57.19% of the world's total output of 68.6 million tons.However,compared with other major producers in the world,China's apple export rate is low,less than 3% of the world's output,far below the average level of 8%(Zhang Fuhong et al.,2019).Among them,the problem of substandard apple quality caused by pesticide abuse and excessive residue has become the biggest obstacle to China's apple export,and pesticide abuse and excessive residue has become the biggest threat to China's apple quality and safety.Shandong Province is the dominant production area of apple production in China,but it still can not change the fact that chemical pesticides are the main control methods of diseases and insect pests.The irregular use of pesticides by apple growers will seriously affect the quality and safety of apple,at the same time,it will have an important impact on the brand advantage production of Shandong apple,and ultimately affect the competitiveness of Shandong apple in the country.Therefore,it is of great significance for China's apple industry to change from a big producing country to a strong producing country that how to improve the quality and safety level of apple and build a green and sustainable apple production environment through in-depth study on the influencing factors of safe drug use behavior intention of apple growers.Based on the survey data of 479 apple growers in the main apple producing areas of Shandong Province,this paper introduces the background of Apple safety production and the definition and characteristics of apple growers' drug use behavior,analyzes the current situation of pesticide use,sample characteristics and statistical description of apple producing areas in Shandong Province,using quantile regression model and logit model This paper analyzes the influencing factors of safe drug use behavior of apple growers,and uses ISM model to test and analyze the mechanism of drug use behavior.The main conclusions are as follows: in apple production in Shandong Province,apple planting pesticide investment is too large to produce good benefit return,there are many problems in apple growers' drug use,causing damage to apple quality and ecological environment.The education level,plantingscale,signing contract or not,specialization level,cognition level of safety production,understanding level of pesticide use instructions,cognition level of pesticide residue hazards,and whether dealers carry out pesticide residue detection will have a certain impact on the safe drug use behavior of apple growers.The main reasons for the above effects are that the education level of apple growers in China is generally low,the planting scale is not high,the degree of specialization is not high,the awareness of safe drug use is not comprehensive,and the cooperation between industrial organizations is not strong.In order to improve the drug use behavior of apple growers in Shandong Province,this paper proposes a long-term governance mechanism to promote the safe drug use behavior of apple growers in Shandong Province from three aspects of apple growers themselves,the government and industrial organizations.Apple growers should establish environmental awareness,actively participate in publicity,education,technical training and other activities organized by the government and industrial organizations,and establish a mechanism of mutual supervision of drug use and a mechanism of good faith in production and operation for apple growers.The government should establish and improve the legal system of pesticide use management,improve the pesticide residue detection standard,establish the training mechanism of safe drug use technology,strengthen the research and development of Apple safety production technology,strengthen the concept of green prevention and control,establish the training mechanism of new apple industry management main body and regional brand promotion mechanism,implement the incentive subsidy policy,and strengthen the quality and safety of apple production The construction of the whole standard system promotes the common development of multi industry chain.Industrial organizations should establish and improve internal management system,guide growers to innovate planting methods,develop large-scale operation,adjust pesticide use structure,carry out green control,select disease and insect resistant apple varieties,and promote intensive cultivation and planting mode of dwarf stock.
