Since the reform and opening up,China’s animal husbandry has achieved unprecedented development and has become the country with the largest number of animal husbandry in the world,and animal husbandry has also become an important part of China’s national economy.As the main source of meat protein for Chinese people,pork has a pivotal position in the field of food security in my country.my country is the country with the largest pork consumption in the world,accounting for 50% of the world’s total.Pork is also the main variety of my country’s meat products,accounting for the total 64%,raising live pigs is the economic source of farmers and large-scale breeding enterprises.African swine fever(ASF),which has been raging around the world for about 100 years,broke out in China in August 2018.African swine fever is an acute,febrile,and highly contact animal infection of domestic pigs and wild boars caused by the African swine fever virus.Pigs of all breeds and ages can be infected,and the morbidity and mortality rate can reach 100%.At present,there is no vaccine that can effectively prevent African swine fever in the world,and there is no non-laboratory effective diagnosis method.It is found that the epidemic can only culling all the pigs in the affected area,and then compensate the farmers according to the standard.The proper handling of the public crisis of the African swine fever animal epidemic is directly related to the image of the government and directly affects the stability of the country’s political economy.Therefore,from the perspective of public management,Taking Jilin Province as an example,based on the analysis of public crisis management theory and crisis management related theory,this paper studies the African swine fever public crisis in Jilin Province,analyzes the problems and causes in the process of handling the public crisis,and puts forward some suggestions It is found that the crisis response departments do not attach great importance to African classical swine fever,the actual crisis response ability of crisis response departments is not high,the emergency resource reserve is insufficient,the publicity of positive public opinion is lacking,the epidemic disposal means is single,and the amount of compensation for culling is low.At the same time,it is found that the causes of the problems include the lack of ideology of epidemic control,the existing quarantine personnel of crisis response departments Finally,we should improve the emergency awareness,strengthen the construction of talent team,improve the monitoring and early warning mechanism,strengthen the prevention and control of epidemic diseases,and improve the emergency response Methods and increase the input of resources to put forward the feasibility of the emergency response process of public crisis.
