Analysis Of The Problems And Countermeasures Of Animal Epidemic Public Crisis Prevention And Control

With the rapid development of economy,China is not only the largest producer of animal husbandry in the world,but also a big consumer of meat.The healthy development of animal husbandry is directly related to the economic development of animal husbandry and the health of residents' consumption.However,with trade activities and natural migration,the risk of large-scale animal outbreaks has increased sharply.In recent years,animal outbreaks in China,such as avian influenza,blue-ear swine disease,sheep ruminant disease and African swine fever,have seriously threatened the economic development of animal husbandry and public health security.The Chinese government attaches great importance to the prevention and control of animal epidemics,and has issued a series of laws and regulations one after another.in previous public crises of animal epidemics,it has actively taken various measures to control animal epidemics and has rich experience in prevention and control.but there are still problems and deficiencies.Most of the researches on animal epidemic prevention and control are from the level of medical technology,such as animal disease prevention and treatment,but there are relatively few studies on how to prevent and control animal epidemic public crisis from the perspective of government public management.Based on the theory of public crisis management and the theory of government function,this paper combs the current situation of public crisis prevention and control of animal epidemic in China through the methods of literature research,empirical research and systematic research.taking the public crisis of classical swine fever in Africa in 2018 as an example,this paper systematically studies the problems and deficiencies in the process of public crisis prevention and control of animal epidemic.For example,emergency management and supervision is not in place,cross-regional prevention and control is difficult and grass-roots strength is weak,etc.,comprehensively analyze the causes of the problems,learn from foreign animal epidemic prevention and control experience,and apply the theoretical knowledge of public crisis management.some suggestions are put forward,such as perfecting the system of emergency laws and regulations,strengthening the construction of animal epidemic organization,improving the comprehensive response ability of information and strengthening the construction of grass-roots talents.It is expected to provide a valuable reference for strengthening the prevention and control of public crisis of animal epidemic and ensuring the safety of public health.
