Measurement Of Agricultural Green Development Level In Heilongjiang Reclamation Area

China is a large agricultural country.Agriculture has laid a solid foundation for promoting economic and social development and ensuring food security.Under the situation of shortage of new coronavirus epidemic materials,agriculture plays an irreplaceable role in ensuring food security,promoting economic and social stability and increasing farmers ’ income.China ’ s agriculture is facing many problems,such as environmental pollution of agricultural production,non-point source pollution and low utilization efficiency of resources,while realizing the transition from traditional to modern.Heilongjiang Province,as a major agricultural province and the " ballast stone " of food security,adhering to the concept of ecological civilization of agricultural green development is the only way to break through the bottleneck of ecological environment,balance the relationship between economic development and natural resources and environmental protection,and realize the sustainable development of agriculture.As one of the three major reclamation areas in China,Heilongjiang reclamation area is the ’ vanguard ’ of agricultural development and food strategic reserve base.In the new era,high-quality development based on agricultural resources,habitat environment,agricultural ecology and green agricultural products supply is an inevitable choice to rapidly promote the process of agricultural green development in Heilongjiang reclamation area.Therefore,studying the level of agricultural green development in Heilongjiang reclamation area and diagnosing the main factors affecting its development will help to realize the transformation of agricultural development in reclamation area and further promote the development of agriculture in reclamation area towards green low-carbon,high-quality and high-efficiency,so as to provide experience for the green development of agriculture in other areas.This paper takes Heilongjiang reclamation area as the research area,defines the concept and characteristics of agricultural green development,analyzes the current situation of agricultural development in Heilongjiang reclamation area based on the panel data of Heilongjiang reclamation area from 2011 to 2019,constructs the evaluation index system of agricultural green development,evaluates the level of agricultural green development and its change characteristics in Heilongjiang reclamation area,diagnoses the factors affecting agricultural green development,and puts forward countermeasures and suggestions for promoting agricultural green development in reclamation area.The main research contents and results are as follows :(1)Construction and level measurement of agricultural green development evaluation system in Heilongjiang reclamation area.The evaluation index system of agricultural green development level was established from four aspects of green production,resource environment,economic benefits and farmers ’ income.The comprehensive index model was selected to measure the level of agricultural green development in the reclamation area from 2011 to 2020.(2)The overall level of agricultural green development in reclamation area showed a slow upward trend.In terms of time sequence,the level of agricultural green development in Heilongjiang reclamation area showed an overall upward trend from 2010 to 2020,and its comprehensive evaluation value increased from-0.8481 in 2010 to 0.5961 in 2020,increasing by 1.4442.The overall comprehensive scores of resource environment and farmers ’ income increase standard layer showed an upward trend,and the growth was obvious.The economic benefit criterion layer showed a downward trend after 2014,while the green production criterion layer fluctuated significantly and the overall value showed a downward trend.From the perspective of specific indicators,green production index is the main factor affecting the overall development of agriculture in reclamation areas.Economic benefits also have a downward trend,agricultural output value decline so that labor productivity and land productivity index comprehensive score is low.In terms of farmers ’ income,grain yield per unit area does not match the overall development,showing a certain volatility.The influencing factors and countermeasures of agricultural green development in reclamation area.Through the analysis,it is found that the obstacle factors affecting the green development of agriculture in reclamation area show that the green consciousness of operators is low,and the amount of chemical fertilizers and pesticides is large.Production area of green high-quality agricultural products decreased slightly;agricultural output value decreases and economic benefit declines;unstable grain yield and other constraints.Based on the above problems,the following countermeasures are put forward : reduce pollution,promote ’ weight loss and efficiency ’;efficient use of agricultural resources;play the leading role of reclamation area;promote the production of green agricultural products and form the ’ brand ’effect;developing smart agriculture and enhancing agricultural disaster early warning capacity;cultivate agricultural talents and enhance green awareness.(3)The influencing factors and countermeasures of agricultural green development in reclamation area.Through the analysis,it is found that the obstacle factors affecting the green development of agriculture in the reclamation area show that the obstacle degree of green production criterion layer in the reclamation area has gradually increased from 2010 to 2020,and the obstacle degree of resources and environment has gradually decreased.The obstacle degree of economic benefit criterion layer has experienced a trend from decreasing to increasing,and the obstacle degree of farmers ’ income criterion layer has gradually decreased.Index layer obstacle degree from the time series,fertilizer intensity,green organic crop planting area,obstacle degree is higher.The obstacle factors with high degree of obstacle in each criterion layer are the planting area of green organic crops,land productivity and grain yield per unit area.There are some restrictive factors in the reclamation area,such as the large amount of chemical fertilizer and pesticide application,the reduction of green high-quality agricultural production area,the decline of agricultural output value,the decline of economic benefits,and the instability of grain yield.Based on the above problems,the following countermeasures are put forward : giving full play to the leading role of reclamation areas and making efficient use of agricultural resources;promote green production and Promote ’ Reducing Fertilizer Increase Effect ’;promote the production of green organic agricultural products,improve economic efficiency;strengthen agricultural disaster early warning ability,stable grain yield;enhance green consciousness and promote green development of agriculture.
