Research On The Development Strategy Of Leisure Fishery In Zhoushan City Under The Background Of Rural Revitalization

In the context of the new era,the report of the 19 th National Congress of the Communist Party of China proposed to implement the strategy of rural revitalization,and the better life of the people has become the goal of the party and the country.Taking recreational fishery and sea fishing industry as the key words,this paper extends the current two research hotspots of recreational fishery development,regional and sustainable,as the starting point,deeply understands the current situation of recreational fishery development in Zhoushan City,and uses the statistical data of fishery economy in Zhejiang Province from 2006 to 2019.The types and distribution of recreational fisheries in Zhoushan City,the output value,the number of recreational fishing boats and reef fishing boat fishing projects,the number of business entities,the number of employees,and the number of tourists received are analyzed in detail.Using the grey correlation degree and GM(1,1)prediction model to draw the conclusion: the grey correlation degree analysis shows that among the factors affecting the leisure fishery economy,the circulation service industry and the number of tourist receptionists are the strongest,and the human landscape and scenic spots have the greatest impact on the leisure fishery economy in Zhoushan.The correlation degree is the lowest.From all levels,the recreational fishery service level has the highest correlation coefficient,the recreational fishery organization level is the second,and the recreational fishery production factor level has the lowest comprehensive correlation coefficient.Finally,the prediction results using the GM(1,1)model show that: From 2022 to 2025,the output value of Zhoushan’s recreational fishery will be2.36 billion yuan,2.62 billion yuan,2.91 billion yuan,and 3.23 billion yuan,respectively.In 2026,it will reach more than 3.5 billion yuan.The output value of Zhoushan’s recreational fishery will show an increasing trend in the next five years.It can be seen that the development of leisure fishery in Zhoushan can be expected in the future,and the rational formulation of scientific development plans will have a significant role in promoting the economy of leisure fishery in Zhoushan.Using the analytic hierarchy process and fuzzy comprehensive evaluation model to construct and evaluate the high-quality development level of sea fishing in Zhoushan City for the first time;the results show that the overall score of resource and environmental management is high,and the score of safety guarantee is low,indicating that the enterprise has neglected life insurance in the process of operation.Most recreational fishery enterprises have strong economic awareness in the process of operation,but underestimate social factors such as the level of grassroots organization,epidemic situation and climate.In general,the high-quality development level of Zhoushan’s sea fishing industry has reached the development stage,but there is still great development potential.In the light of the reality of Zhoushan and the research background of the current rural revitalization strategy,this paper puts forward the development model and countermeasures of leisure fishery in Zhoushan from five aspects: Government leading + Market Supervision,leisure fishery + marine ranching,leisure fishery +marine ranching,basic organization + Equipment Innovation,marine culture + Marine fishing brand,fishing town + happy retirement.
