China is a major agricultural country,and the prosperity of agriculture,the development of rural areas,and the livelihood of farmers play a crucial role in the rise and fall of the country and stability.The Central Committee of the Communist Party of China has always attached great importance to the issues of agriculture,rural areas,and farmers.Therefore,it has proposed and implemented a rural revitalization strategy to help solve the problems of agriculture,rural areas,and farmers and achieve the goal of agricultural and rural modernization.Under the benefits of policies related to rural revitalization strategy,the modernization process of China’s marine fishing villages,the construction of beautiful fishing villages,and the high-quality development of fisheries have ushered in new development opportunities.As an organic component of rural areas,the revitalization of marine fishing villages is not only a part of the rural revitalization strategy,but also a link with regional characteristics in the process of rural revitalization strategy.The revitalization and development of fishing villages,the prosperity of fisheries,and the improvement of the quality of fishermen are crucial for the overall stability and development of rural society in China.In order to keep the development of China’s fisheries in line with the pace of the times,studying how to make China’s fisheries stronger,fishing villages more livable,and fishermen more prosperous has become the primary goal and important topic in the field of fisheries development today.However,in the process of achieving modernization of fisheries,the problem of "three fishing" still exists.China’s marine fishing villages face numerous development difficulties,which are essentially "backward fishing production methods and low output efficiency,insufficient construction of new fishing villages and low livability,and low poverty and happiness index of fishermen".The issue of "three fishing" is a mutually influencing and constraining issue,and to promote the revitalization of fishing villages,it is necessary to coordinate the relationship between the three.The construction of a new type of beautiful fishing village and the promotion of the fishing village revitalization strategy comprehensively reflect the development requirements of politics,economy,ecology,society,and culture,involving the internal requirements of industry,ecology,rural customs,governance,and life at five levels.It is related to the process of building a new type of beautiful fishing village,with a large system and multiple levels involved.Therefore,this article explores the implementation and implementation of the development model and revitalization path of fishing villages in different regions of China,which has certain practical significance,era value,and conforms to the social demands of fishing village development.By analyzing the content,development status,difficulties,and models of fishing village revitalization at home and abroad,combined with the geographical location and different development positioning of marine fishing villages in China,it aims to explore the development path and suggestions for future fishing village revitalization in China.This article uses literature analysis and case comparison analysis methods,applies relevant theoretical foundations,and takes the revitalization and development of marine fishing villages in China as the research purpose.Based on a large amount of relevant literature and case analysis,it defines the fishermen.Systematically summarize the mainstream direction of fishing village revitalization research and the development mode of foreign fishing village revitalization,draw on the successful experience of Japan’s marine industry revitalization plan,South Korea’s new village construction planning movement,and the U.S.leisure fishery development strategy,and draw the future development enlightenment for China’s fishing village revitalization.In response to the common problems and development difficulties commonly encountered in the development of fishing villages in different regions of China,suggestions and path choices for the future revitalization of fishing villages in China are proposed.In the future,the revitalization of fishing villages in China should highlight the coordination of multiple entities and take various measures,covering elements such as finance,technology,talent,law,and service guarantees.Propose that in terms of rational utilization of government management and service functions,it is necessary to formulate development plans for fishing villages,strengthen government guidance,and promote fishermen’s autonomy;In terms of vigorously improving the high-quality development level of fisheries,we should promote the adjustment of fishery structure,cultivate new types of fishery management entities,promote the integration of fishery industry,and develop leisure fisheries;In terms of actively promoting the construction of new beautiful fishing villages,we should deepen the reform of fishing villages,strengthen their governance,attach importance to the construction of fishing village infrastructure,and promote the traditional culture of fishing villages;In terms of focusing on improving the lives of fishermen,four major development paths and countermeasures should be formed,including a stable mechanism for increasing fishermen’s income and cultivating the concept of sustainable development for fishermen.
