Study On The Policy Support For The Development Of Pelagic Fishery In Zhoushan City

In 2020,Zhoushan identified pelagic fishery as a key supporting industry,and clearly put forward the goal of developing China’s top city of pelagic fishery around the whole industrial chain,which requires more powerful supporting policies applicable to Zhoushan pelagic fishery,so as to make breakthroughs in the key development fields of Zhoushan pelagic fishery in the future.Therefore,it is necessary to study the supporting policies of Zhoushan pelagic fishery.This thesis selects Zhoushan City,Zhejiang Province as the research area,takes Zhoushan pelagic fishery as the research object,and uses the methods of field investigation,literature analysis and empirical analysis to grasp the basic situation of Zhoushan pelagic fishery.On this basis,it systematically combs the development process and supporting policy history and current situation of Zhoushan pelagic fishery,Combined with the advanced experience of pelagic fishery support policies in developed areas at home and abroad and the data obtained from field investigation,this thesis analyzes the impact of Zhoushan pelagic fishery support policies on the benefits of Zhoushan pelagic fishery enterprises.The results show that the order of the impact of various policies on the benefits of Zhoushan pelagic fishery enterprises is diesel subsidy > shipbuilding subsidy > the number of people with high school degree or above on each ship.The test results are basically consistent with the practical survey results.The study believes that due to the particularity of the pelagic fishery industry,pelagic fishery is an industry that relies heavily on national support policies.Without policy support,especially diesel subsidies and shipbuilding subsidies,the survival of pelagic fishery enterprises in Zhoushan will be extremely difficult.Finally,in order to optimize the ocean fishery support policy of Zhoushan City,six suggestions are put forward: increase financial support;Strengthen the support policies for talents and science and technology;Strengthen financial support policies;Give play to the role of policy guidance;Optimize industry management at the municipal level;Optimize the support policy system and increase support for infrastructure construction.
