A Study On China’s Fishery Development Policy Based On International Comparison

Fishery economy has always been an important part of China’s agricultural economic and trade development.The state attaches great importance to the development strategy of agricultural economy and attaches more and more importance to the sustainable and stable development of fishery.However,from the point of view of the development process,the fishery economy in China has gone through the process of focusing on the quantity growth to the sustainable and stable development.The failure of fishery to develop steadily for a long time is closely related to the non-standard fishery management and the inadequate policy formulation and implementation.Fishery policy is the most important macro-control means for fishery development and the main tool to manage fishery production development,which is of great significance in the process of fishery development.The purpose of this paper is to discover the problems and causes in the development of fishery economy in China by studying fishery policy,and to put forward some Suggestions based on the reference of foreign fishery policy.This paper is divided into five parts to discuss the research content.The first part puts forward the question in the introduction,points out the research significance of fishery policy,determines the research method on this basis,and obtains the innovation of this paper compared with the existing research literature.In the second part of the article and related theoretical content are introduced.The third part is a review of the development of China’s fishery and the evolution of fishery policy.The fourth part systematically explores the fishery policies of some countries in the world and summarizes the common characteristics of these countries’ fishery policies through horizontal comparison.In the fifth part,SWOT analysis model is established for China’s fishery policy based on international comparison,the development strategy of fishery policy is obtained based on China’s actual situation,and the reform and improvement measures are proposed for fishery policy.Based on the research and analysis,the final recommendations are drawn.China should improve the fishery policy system,continuously deepen the reform of fishery management system,and strengthen fishery management measures,so as to have laws to follow in both fishery management and production,so as to ensure the correct deployment of fishery production and make fishery development model more reasonable and scientific.
