Research On The Influencing Factors Of Farmers Purchasing Policy Insurance For Small Livestock And Poultry Breeding In Chengdu

Chengdu has always been an important political,economic and military center in southwest China,and the small livestock and poultry breeding industry plays an important strategic role in the construction of the new socialist countryside.At present,the output of livestock and poultry industry accounts for about 30% of the total agricultural output value in Chengdu,and small livestock and poultry industry plays a very important role in the livestock and poultry industry.However,in recent years,with the spread of avian influenza,the cost of raising small livestock and poultry has increased greatly,which also led to farmers were forced to assume the risk of big management,high investment,small profit risk.Announced the implementation of the policy agricultural insurance system in2007,chengdu from 2013 began to implement policy of livestock and poultry breeding home insurance,with local characteristics in the process of implementation of these nine years,home of livestock and poultry farmers after suffered disaster can get compensation from the insurance company funds so as to make the production and business operation to get the timely and effective recovery,This kind of insurance launched by insurance companies can also achieve sustainable development.Therefore,on the whole,the pilot of policy-based small-family livestock and poultry breeding insurance in Chengdu is successful.However,some problems have emerged in the rapid development of policy-based small-family livestock and poultry breeding insurance in Chengdu.Firstly,this paper summarizes the research methods and theories of domestic and foreign scholars on poultry risk management,poultry insurance and demand influencing factors by collecting data.Secondly,the present situation of small livestock and poultry breeding in Chengdu was sorted out,and the risk factors of catastrophe,market and policy were analyzed.Again,through the analysis of the data collection,interview to understand the small home of chengdu livestock farming insurance development present situation,and based on field investigation,questionnaire survey,descriptive analysis home and the various factors affecting the livestock and poultry farmers to buy insurance,found the factors influencing farmers whether to buy insurance with farmers basic characteristics: age,basic cultural level,the influence of family income,etc;It is also influenced by many factors,such as operation mode,breeding method,breeding quantity,breeding density,economic value and training of farmers’ professional skills.Then,the paper analyzes the problems and the reasons of the policy insurance of small livestock and poultry breeding in Chengdu.On the government side,there are problems of great financial pressure,insufficient publicity,unclear understanding and chaotic management at all levels.Insurance companies have problems such as insufficient experience and data accumulation,imperfect catastrophe risk dispersion mechanism,imperfect institutional network,and inaccurate loss determination.Farmers have three problems: insufficient insurance,moral hazard and heavy premium burden.According to the proposed insurance amount and the problems faced and franchise adjustment mechanism,establishing the home insurance covers back mechanism,the measures for disaster prevention detract from livestock and poultry,accurate positioning type of farmers,and promote insurance products and so on,different levels of security for the development of livestock and poultry breeding home insurance provides referential ideas and experience.
