China’s agricultural development still faces three major problems.First,it is difficult to break the pattern of land fragmentation,second,agricultural non-point source pollution is serious,third,agricultural and rural aging and hollowing out is serious.To this end,the government has issued relevant policies to strive to achieve green and sustainable development of agriculture,increase farmers’ income and increase green rural areas.Over the years,the No.1 central document shows that the transfer of land management rights and specialized agricultural services have become the two major starting points to break the pattern of fine land fragmentation,solve the problem of insufficient rural labor force and promote green growth in rural areas.In the past,when scholars studied the influence of land management right transfer and specialized agricultural services on agricultural production,they mostly focused on agricultural production efficiency and farmers’ welfare,and conducted little research on farmers’ green production behaviors.While China’s agricultural development has made great progress since the reform and opening up,the contradiction between agricultural development and pollution has become increasingly prominent.In order to thoroughly implement the concept of green agricultural development and realize high-quality agricultural development,it is becoming more and more important to carry out the research related to the green production behaviors of farmers.This paper studies the influence of land management right transfer and specialized agricultural services on farmers’ green production behaviors,and compares the different driving effects of the two ways on farmers’ green production behaviors.The research results show that the transfer of land management right and specialized agricultural services can drive the green production behaviors of farmers;compared with the transfer of land management right,the driving effect of specialized agricultural services is more obvious.Based on the data of 516 farmers collected by the field questionnaire survey in Jiangsu Province,this paper uses the research method of Propensity Score Matching(PSM)to estimate the influence of land management right transfer and specialized agricultural services on farmers’ green production behavior.Based on the research results of this article,the paper proposes the following policy suggestions:(1)The government actively guides land transfer,provides technical support and financial subsidies to transferred farmers,actively encourages non-agricultural income and non-agricultural employment to transfer land;(2)Standardize the cultivated land transfer market and contracted land management market,improve the green ecological oriented agricultural socialization service system;(3)Strengthen the training of green agricultural talents,help farmers to play a major role,mobilize farmers’ green production enthusiasm,and better promote agricultural green development.
