Study On The Development Countermeasures Of China’s Aquatic Products Processing Industry Under The Background Of New Development

With the rapid growth of China’s economy,fishery development has also made remarkable achievements.The aquatic industry is closely related to the United Nations sustainable development goals in the economic,social and environmental aspects.According to the new development pattern of "speeding up the construction of the domestic great cycle as the main body and the mutual promotion of domestic and international double cycles" put forward in the Fifth Plenary session of the 19 th CPC Central Committee.At the same time,a major judgment was made that "China will enter a new stage of development during the 14 th five-year Plan period".In this study,the new development background is defined as the economic background of "based on the new development stage,implementing the new development concept,constructing a new development pattern,promoting high-quality development" and the era background of both opportunities and challenges.It is in the context of this new development that the development of fishery in China stands at a new historical starting point and is in an important period of strategic opportunity for high-quality development and accelerated modernization.With the rapid development of the aquatic industry,there are also some problems to be solved,among which the transformation and upgrading of the aquatic product processing industry is the most important one.As an important part of the aquatic industry,the aquatic product processing industry is the development and continuation of the fishery production process,but compared with other components of fisheries such as fishing and aquaculture,the development of China’s aquatic product processing industry still lags behind.The processing and comprehensive utilization rate is still at a low level,and the problem of unbalanced development between aquatic product processing and fishery production has not been fully solved.Based on this,based on the new development background,this paper analyzes the development situation of China’s aquatic product processing industry.Meanwhile selects Y Company,a leading aquatic products processing enterprise in Shandong Province,as the object of case study to investigate Y Company on the spot.At the same time,its managements are invited to conduct an open interview in order to understand in detail the operation mode and demand situation of Y Company under the new development background.Thus,it analyzes the problems existing in the process of industrial development and the individual problems existing in the process of enterprise development,and draws lessons from the experience of innovative development models of aquatic products at home and abroad,in order to effectively plan the path of industrial development and improve the quality of product supply.At the same time,it can also provide ideas and reference for other aquatic processing enterprises with similar problems.The research shows that under the background of the new development,the overall development of China’s aquatic products processing industry remains stable,and the coastal areas have obvious processing advantages,which is in an important period of strategic opportunity for high-quality development and accelerated modernization.At the same time,there are also some problems to be solved,such as small tax support for intensive and deep processing,facing the dilemma of "difficult employment",backward development of cold chain logistics fresh-keeping technology,large extension space of industrial chain,great influence of consumption preference,spreading trend of trade protectionism and lack of market competitiveness.Through the field investigation of Y enterprise,the enterprise also has personality problems such as lack of diversified innovation in business model.Based on this,in order to further promote the development of China’s aquatic products processing industry,the following countermeasures and suggestions are put forward,The first is the macro level of the government:(1)The relevant government departments should do a good job in the research and visits of relevant enterprises and give full play to the leading role of financial funds.(2)Optimize the employment path.We will increase the tilt of the employment security policy.Next is the industrial medium level:(1)Gradually establish a "cold chain logistics distribution line" in the industry.Speed up the transformation of scientific and technological achievements and apply advanced fresh-keeping technology to all aspects of aquatic processing.(2)Deepen the supply-side structural reform.With the help of economies of scale,promote the extension of aquatic processing value chain and the expansion of processing depth.(3)Actively promote technological reform.Develop new types of aquatic products to meet the changes in consumer preferences.(4)Domestic and foreign markets should be developed simultaneously.Focus on the domestic market,improve user viscosity in homogenization competition,increase service input,expand export scope and develop new markets by joining professional aquatic products foreign trade cooperation organizations.(5)Improve the quality of products and services.Establish strict operation standards and quality management system to form brand communication
