| If the grassroots level is strong,the country will be strong,and if the grassroots level is secure,the world will be secure.The township government is the end of the national administrative sequence.Facing the rural society directly,the public policy has a large coverage and a wide range of implementation and acceptance.Effectively relieving the confrontational behavior in the policy implementation process is not only conducive to achieving the goal of public policy,but also further harmonizing the relationship between cadres and the masses,and maintaining the long-term stability of the grass-roots society.Based on previous studies on the implementation process of public policy and existing theories,this paper applies the Mitt Horn model to the study of antagonistic behavior in the implementation process of forest fire prevention policy in S Town.Based on the effective information obtained through field data collection,analysis,and interviews,this paper combed the manifestations,main performance characteristics,and impact of confrontational behavior during the implementation of the forest fire prevention policy in S Town.Based on the Mitt Horn model,it was analyzed that the causes of confrontational behavior include:the goal positioning of risk aversion,inconsistent policy implementation standards,shortage of funds,insufficient human resources,asymmetric information resources,and mismatched power resources,Low level of executive agencies,barriers to horizontal organizational cooperation,insufficient communication and coordination in vertical organizations,inadequate policy promotion,simple implementation methods,deviation in policy awareness,low degree of policy recognition,human rights enforcement by executives,poor economic foundation,agricultural cultural impact,social constraints on acquaintances,etc.Finally,this article proposes countermeasures and suggestions to alleviate confrontational behavior during the implementation of the forest fire prevention policy in S town as follows:clarify the target positioning and develop reasonable and unified execution standards,accurately grasp policy objectives and standards,establish appropriate assessment objectives,and strengthen the assessment and accountability of responsible units and personnel;Improve the financial allocation system and expand funding sources,optimize human resource allocation and leverage the power of public welfare organizations,adopt various methods to address information asymmetry,build a comprehensive organizational structure and delegate law enforcement power,and optimize resource allocation;Strengthen horizontal inter organizational collaboration and strengthen"bottom-up" inter organizational communication,establish good communication and coordination mechanisms;Promote policies that are people-oriented and fully covered,use market-oriented means to win the recognition and compliance of villagers,and optimize execution methods and means;Enhance the policy awareness of the executors,strengthen their policy identification,and establish smooth channels for complaint reporting,strengthen the supervision of the execution process,and guide the correct value orientation of the executors;Build a red tourism town and take advantage of rural revitalization to enhance economic level;Close to the masses,guide ideological transformation,improve agricultural level,and eliminate stubborn ideas;Implementing a regular rotation system to ensure the objectivity and neutrality of law enforcement;Timely disclosure of information,establishment of regulations and systems to promote fairness,and creation of a good policy execution environment. |
