Analysis Of Forest Fire Prevention And Control Ability In Hebei Province From The Perspective Of Emergency Management

Forest fires are sudden,uncertain and destructive,so they are very difficult to deal with.Once forest fire occurs,it will seriously threaten human life,health and property safety,as well as animal and plant diversity.It affects the safety of the whole ecosystem of “mountains,rivers,forests,fields,lakes and grasses”,and could often bring about irreversible damage.In recent years,forest coverage and land greening in Hebei Province have increasing year by year.In the strategic layout of Beijing-Tianjin-Hebei integrated development,As the ecological environment support area and the water conservation area for the capital Beijing,Hebei Province plays a crucial role.At the same time,the pressure of forest fire prevention and control in Hebei province is increasing on an yearly basis due to its geographical location surrounding Beijing and Tianjin,and afforestation campaigns of the 2022 Winter Olympics and the Xiongan New Area.Therefore,it has great practical significance to study forest fire prevention and control in Hebei Province.This thesis focuses on the current situation of forest fire prevention and control management in Hebei Province.The thesis chooses the perspective of emergency management,and then sorts out relevant research at home and abroad.Firstly,PPRR emergency management theory is used to construct forest fire prevention and control model and to determine the hierarchy and index system of analysis and evaluation.Secondly,through expert consultation and analytic hierarchy process(AHP),the judgment matrix is constructed to determine the weight of indicators and evaluation model is obtained.Then,on the basis of satisfaction survey,fuzzy evaluation is used to comprehensively analyze the forest fire prevention and control ability of Hebei Province.Finally,according to the comprehensive evaluation results,countermeasures and suggestions are proposed for the weak links in the work,so as to further improve the forest fire prevention and control ability of Hebei Province,protect the safety of forest resources,reduce forest property losses,and maintain social harmony and stability.
