Abstract/Summary:
Agricultural biohazards are one of the major natural disasters that restrict the development of agricultural production.Because of their dual natural-social attributes,agricultural biohazards are not only restricted by natural climate,natural disasters and other environmental factors,but also influenced by human production and management activities.At present,irrational agricultural activities and pesticide abuse have accelerated the deterioration of the ecological environment,and the frequent outbreaks of agricultural biological disasters have affected the progress and development of modern agriculture and threatened the national food security and ecological safety.Although the current system of agricultural pest control in China has been initially formed,disaster risk prevention and control capacity has gradually improved,but with the rapid development of economic globalization,especially the threat of global warming,the possibility of pest invasion is increasing,the occurrence of agricultural pest disasters in China more frequently,the affected area and food loss data continue to climb.The current agricultural pest risk has developed into a public risk with serious hazards,and the current agricultural control system is facing severe challenges,therefore,it is of great practical significance to further improve the efficiency of agricultural biological disaster control,and to improve and innovate the agricultural biological disaster control system.The article analyzes and composes the meaning of disaster risk management and risk society,analyzes the basic characteristics and connotations of agricultural pest risks,and analyzes the agricultural biohazard risk governance mechanism;systematically describes the current situation of agricultural biohazard control mechanism and control efficiency in terms of infrastructure,human resources,and organizational structure,etc.In evaluating the index system of agricultural biohazard risk control in China,the intention is to find the resilience assessment The constituent elements of the The public character of agricultural biohazard risk management is fully considered,and the relevant contents are extracted from the existing risk management evaluation system by combining the subjective and objective data of multiple evaluation subjects,and finally integrated into an assessment system of the effectiveness of agricultural biohazard risk management that can be used sustainably.This paper uses literature analysis method,survey method,principal component analysis method,DEA data envelopment method and other research methods to systematically sort out the domestic and foreign literature related to agricultural biological disaster prevention and control,organize the current effectiveness evaluation methods of prevention and control,take risk society as the research perspective,take disaster risk management and other basic theories and basic processes as the guidance,construct the agricultural biological disaster risk from talent toughness,facility toughness,organizational toughness The evaluation index system of prevention and control was constructed,and static as well as dynamic analysis of prevention and control efficiency was carried out in 29 provinces and cities in China to explore the problems and causes of the existing risk prevention and control.According to the empirical analysis of the evaluation index system of agricultural biohazard risk prevention and control effectiveness,the results of the study concluded that(1)the efficiency of agricultural biohazard prevention and control in 29 provinces in China showed fluctuating changes,and the efficiency of different provinces and regions varied greatly,with an overall inverted "V" trend.The curve path of technological change index is roughly the same as that of total factor productivity,indicating that technological change index is the key reason affecting the efficiency of agricultural biohazard risk control in China.(2)The input-output efficiency of agricultural biohazard risk control in China was lower than the frontier level before 2016,and in 2016,total factor productivity rose rapidly and reached the optimal effect during the study year,and the national macro-control and the guarantee of relevant policies and laws and regulations play an important role in the efficiency improvement of control.(3)In terms of regional control,the development of input-output efficiency of agricultural biohazard risk control in four regions of China is uneven.During the study period,the mean value of total factor productivity index of agricultural biohazard control in eastern,northeastern,central and western regions ranked as eastern > central > northeastern > western,among which,the factor technology change index of central region is at a low level and the development of control technology in central region should be accelerated;western region has slow growth of scale efficiency technology due to relatively backward economy and tight capital chain,and should expand capital investment to reach the best scale.(4)In terms of prevention and control in provinces and cities(autonomous regions),in 2017,15 provinces and autonomous regions in China have comprehensive efficiency in DEA effective,and 11 provinces and regions have comprehensive technical efficiency lower than the national average level,among which 2 provinces can increase the input efforts to expand the scale,and 9 provinces need to reduce the input redundancy so as to reduce the scale.(5)In terms of dynamic efficiency,the national average value of total factor productivity index before 2016 is less than 1,indicating that the overall efficiency of agricultural biohazard control inputs and outputs in China before 2016 is low;in terms of sub-regions,the average value of provinces and cities after the study period differs greatly,and the areas with total factor productivity greater than 1increase year by year,indicating that the efficiency of control inputs and outputs in provinces and cities is in a progressive trend.(6)In terms of resource allocation,specialized control organizations have redundant practitioner inputs,with the mean value reaching 10%.There is input redundancy in basic pharmacological facilities such as plant protection machinery,and plant protection machinery at this stage is still dominated by manual application of pharmacological machinery and insufficient specialization of plant protection machinery.Finally,based on the research results,we propose specific strategies to improve the efficiency of agricultural biohazard risk prevention and control in terms of organizational structure of agricultural biohazard governance,risk governance system,risk information communication,and governance technology.
