Study On The Efficiency Evaluation And Promotion Strategy On Agricultural Drought And Flood Disaster Prevention In Henan Province

Agriculture constitutes the basic industry of China's economic and social development,and the agricultural production is extremely vulnerable to natural disasters.The droughts and floods are the primary hazards affecting the agricultural production.Therefore,strengthening the prevention of agricultural droughts and floods is one of the most important parts of agriculture development.The input-output efficiency of the prevention reflects the level of prevention abilities,the overall status of agricultural disaster prevention systems constructer and the utilization of the prevention resources.To measure the efficiency of the prevention scientifically and objectively can not only assess the current level of the agriculture resistance against the droughts and floods,but also facilitate to advance the allocation and utilization of the resources,which is quite helpful to enhance the governments decision-making capacity in the prevention inputs.Based on the basic theory of agricultural droughts and floods prevention efficiency,this paper takes the 18 cities in Henan as the objects of the research by using the definition of the concept and efficiency evaluation theory as the analytical framework,and carries out the research as the following four aspects:(1)This paper puts forward the concept of agricultural droughts and floods prevention efficiency by studying the concept of agriculture,droughts and floods,prevention inputs.Based on the theoretical analysis of the disaster prevention efficiency,the public goods and the evaluation of resources efficiency,this paper constructs the theoretical framework of agricultural droughts and floods prevention efficiency theory.(2)This paper analyzes the current status of agricultural droughts and floods in Henan province and agricultural prevention inputs.The droughts and the floods are main threatening to agriculture of Henan Province.And the agricultural disaster prevention inputs of Henan are focused on three aspects—financial funds,infrastructure and technology support.(3)This paper evaluates agricultural droughts and floods disaster prevention efficiency in the 18 cities of Henan Province in 2005 – 2014 based on SBM and Malmquist index.The results shows that,from the static perspective,the study shows that the agricultural droughts and floods disaster prevention efficiency of HenanProvince is medium well and the pure technical efficiency is quite high,but the scale efficiency is low.The comprehensive efficiency shows that it is at high level in southwest and at low level in northeast from the compassion of 5 main areas.In dynamic perspective,the Malmquist productivity index is 0.986,and the prevention efficiency of agriculture shows decline during 2005 to 2014.Further this paper figures out that the effect of index of technological improvement to productivity is heavy,which is the main reason of low level of Malmquist productivity index.(4)Based on the agricultural droughts and floods prevention efficiency evaluation and analysis of 18 cities in Henan Province,the paper proposes countermeasures and suggestions to improve the efficiency of the Henan agricultural droughts and floods prevention as below: strengthening government prevention function to increase the prevention investment;optimizing investment structure to improve the efficiency of resources allocation;merging in technology to improve the efficiency;balancing regional development to stable disaster prevention investment share;perfecting the system of management to create a good external environment.
