| As an important component of the medical service system,private medical and health institutions have played a positive role in providing diverse medical services and meeting medical needs at different levels.In recent years,China has taken the development of private medical institutions as an important task in implementing the healthy China strategy and deepening medical reform.A series of favorable policies have been intensively issued at the level of the State Council and ministries to support their vigorous development,providing a good policy environment for the influx of social capital into the medical industry.However,based on the essence of capital,which is for profit,in order to maximize benefits,private medical institutions often engage in illegal and illegal activities such as excessive inspection,excessive diagnosis and treatment,and publishing false advertisements,seriously disrupting medical order and harming the health interests of the public.Although the regulatory reform of private medical institutions has achieved some success in recent years,illegal activities are becoming increasingly secretive,and government regulatory pressure is increasing.How to optimize regulatory methods,improve regulatory efficiency,and standardize the operation of private medical institutions remains an important research topic.This article takes the supervision of private medical institutions in M city as the research object,guided by government supervision theory,collaborative governance theory,and information asymmetry theory.The research approach is to analyze the current situation and questionnaire surveys,identify problems,explore reasons,and propose countermeasures and suggestions.Using literature research and survey research methods,the regulatory status is evaluated from the perspectives of regulators,regulated individuals,and third-party society.The government functions Analyze and summarize the problems in the joint efforts of multiple entities.Research has found that the government regulatory issues of private medical and health institutions in M city include:low administrative efficiency of government regulatory departments,neglect of multiple regulatory entities,weak regulatory penalties,and overall health planning imbalance.From the perspective of government work,the reasons for these problems were analyzed,which are: insufficient coordination of government’s own cultivation,insufficient empowerment and incubation of diverse subjects,incomplete legal policies,and inaccurate positioning of private medical institutions by the government.Based on the analysis of regulatory issues and reasons in M city,and drawing on advanced practices and regulatory experience at home and abroad,this paper explores countermeasures and suggestions for private medical and health institutions in M city to improve government regulatory efficiency: improving regulatory efficiency of government departments,shaping other regulatory entities,improving regulatory legal and policy systems,facing up to the positioning of private medical institutions,and rational health planning.Through the research in this article,we can strengthen the government’s responsibility for the supervision of private medical and health institutions,provide policy recommendations for the development and government supervision of private medical and health institutions,greatly enrich the government supervision theory and collaborative governance theory in private medical care,and also make the regulatory system for this type of structure more perfect,promoting the standardized practice and healthy development of private medical and health institutions in M City,To better meet the medical needs of the people. |
