Study On Anti-poverty Effect Of Serious Disease Insurance For Urban And Rural Residents

Thanks to the unremitting efforts of the Chinese people,China has eliminated absolute poverty in 2020,achieving a comprehensive victory in poverty alleviation.By the end of 2021,China’s GDP was 114.3670 trillion yuan,the per capita consumption expenditure of residents was 24,100 yuan,and 12.69 million new urban jobs were created throughout the year.In 2021,China’s GDP grew by 8.1 percent over the previous year,one of the fastest growth rates among major economies in the world.In the course of the great achievements of China’s social economy,China’s serious disease insurance policy has played an important role in the anti-poverty work.This thesis analyzes the case of SG County and the operation of national serious illness insurance.This thesis studies the anti-poverty effect of serious illness insurance for urban and rural residents.After an individual suffers from a serious disease,his or her ability to work will be reduced or even lost.At the same time,the high medical expenses will cause a huge economic burden on the individual and his or her family,and it is easy to form poverty.Analysis in this thesis,our country’s urban and rural residents basic medical insurance system security level is limited,the major diseases of reimbursement ratio is low,cannot very good solve the problem of "poverty due to illness,",so,from the perspective of field survey,in China can be more effective to solve the shortage.Based on the case study of SG County and the analysis of the overall situation of the implementation of serious illness insurance in China,the China can effectively solve the problem of "poverty caused by illness".Although the implementation effect is significant,there are still some problems.the first part is the introduction,the second part mainly expounds the definitions,poverty caused by illness,health poverty alleviation and poverty alleviation effect.It also introduces the theoretical basis of this thesis: public goods theory,health risk theory and health poverty trap.The third part is the mechanism analysis and development status of the anti-poverty effect of urban and rural residents.The fourth part is the anti-poverty effect of serious illness insurance for urban and rural residents--taking SG County as an example.This thesis mainly discusses the establishment of evaluation index system,the evaluation of the anti-poverty effect of serious disease insurance under the structure-process-result model,and the analysis of the anti-poverty effect of serious disease insurance in SG County.The fifth part is the anti-poverty countermeasures and suggestions for serious disease insurance for urban and rural residents.Suggestions should be made to improve the achievements of poverty alleviation in the consolidation of serious disease insurance for urban and rural residents from the following five aspects: improving financing channels,setting up the threshold payment line for people with different incomes,deepening the reform of tiered medical treatment mechanism,strengthening the connection between serious disease insurance and medical assistance,and enhancing the security level of marginalized poor people.
