With the rapid development of my country’s economic system,the party central committee and state council attaches great importance to the development of the cause of the public health field.D hospital in order to promote the diagnosis and treatment ability of the hospital and meet the patients’ medical demand,proposed a new tumor diagnosis and treatment center building project.There are three main reasons why the project needs to carry out risk research: First,the hospital area is limited,and the current parking pressure for patients to visit a doctor is relatively high.The new building will affect public transportation,the order of diagnosis and treatment,and the economic benefits of the hospital.In order to reduce the traffic and economic impact on the hospital and improve the diagnosis and treatment conditions,the project is imminent and time is tight.Second,Hospital D is a provincial hospital,and the project needs to be reported to the province and city at the same time.There are also differences in the construction approval,policies and procedures of the province and city.Third,Hospital D has not had any large-scale infrastructure projects for nearly 10 years,and the project management personnel of Hospital D are more complex and less professional.In addition to the current impact of the COVID-19,the construction of the project is difficult.Therefore,the project will face a series of risks and uncertainties during the construction stage.In order to ensure the smooth progress of the project and maximize social and environmental benefits,risk management is particularly important for this project.On the basis of inquiring and reading relevant literature,this thesis learns the relevant theoretical knowledge of risk management,and fully understands the process and method of risk management of engineering projects.From the perspective of the construction unit,Use the WBS work decomposition method to decompose the whole process of the new diagnosis and treatment center project of D hospital,and make a preliminary identification list combined with the literature survey method.Firstly,using brainstorming method and Delphi method,the preliminary identification list is used for detailed risk identification,and 18 risk factors of the project are sorted out.Then,the risk matrix method and expert scoring method are used to carry out a qualitative and quantitative risk analysis according to the identification results.According to the risk analysis results,the risk factors of each stage of the project are sorted,and the 7 key risks of the project are finally determined.They are: economic risk,policy and social risk in the project preparation stage;technical risk,environmental risk and management risk in the project design and construction stage;acceptance organization risk and legal risk in the project completion stage.Through the analysis results,Practical integration with D hospital,risk response measures and plans were formulated for the seven key risk factors one by one.Finally,in order to ensure the implementation of the formulated risk response measures,and to ensure the rationality and feasibility of the plans and measures,the risk monitoring of the new diagnosis and treatment center project in Hospital D was carried out.At the same time,practical risk implementation safeguard measures were formulated.This thesis aims to improve the risk management level of the project through the risk management research of the new diagnosis and treatment center project of D hospital,provide relevant opinions on risk management,and provide risk management ideas for other similar projects.
