Objective: Through the research and construction of a set of modern evaluation system for the response ability of public health emergencies in Accordance with the situation of Inner Mongolia,to understand the response capabilities and deficiencies of grassroots disease prevention and control institutions in responding to public health emergencies,so as to optimize the allocation of emergency resources and the development of emergency response capabilities.Provide basis and guidance for construction.Methods: 1.Literature retrieval was used to collect relevant information on public health emergencies at home and abroad,consult relevant government policies and data information,and preliminarily determine the index framework of the evaluation system.2.Based on literature review,combined with the Delphi expert consultation method,the selection of indexes is completed by conducting two rounds of letter inquiries to selected experts.Based on indicators such as the weight of the indexes,the positive coefficient,the degree of coordination and the judgment coefficient,combined with most experts deleting,modifying,merging or adding indicators,and ultimately determining the index evaluation system.3.The analytic hierarchy Process(AHP)is used to construct the matrix model,and the yaahp software is used to construct the judgment matrix for the consistency test of indexes,and finally the combined weight of each index is obtained.Results:1.Positive coefficient and authority degree of experts: Delphi expert consultation method has two rounds of letter inquiries.The positive coefficient of experts reaches 100 %,and the authoritative degree of experts is Cr = 0.755,which meets the requirements and the results are more reliable.2.Concentration degree of experts: in the first round of survey results,the mean value of all primary and secondary indicators is > 4,and the coefficient of variation≤0.25,the consistency of the indicators is good,and the average of the two indicators in the third-level indicators "training and drills of the plan" and "the situation of emergency financial supplementary funds" are both <4.00,and these two indicators will be deleted.After the second round of investigation,the mean of all secondary and tertiary indicators was ≥4.00 and the coefficient of variation was ≤0.25,which met the criteria for inclusion.3.Coordination degree of experts: After two rounds of consultation,the coordination degree of the second-level and third-level indicators has improved,and the Kendall coefficient(W)is 0.288/0.339 and 0.327 / 0.426 respectively(the first round / second round),and P <0.001,with statistical significance.After two rounds of consultation and investigation,the consistency of experts’ opinions gradually improved,and the degree of coordination was relatively high.4.Screening and determination of indicators: After two rounds of expert consultation,the three-level indicators were adjusted from the initial 54 to 52,the first-and second-level indicators remained unchanged,and the mean and coefficient of variation of all the indicators were in line with the inclusion.standards to meet the research requirements.The judgment matrix is established by YAAHP software and SATTY score.The total target weight of the target layer is 1.00,the consistency of the judgment matrix is 0.029,and the matrix consistency is < 0.10,and the expert authority coefficient is<0.1.The consistency of the judgment matrix is good,and the weight of each indicator is properly allocation.Finally,the evaluation system of emergency response capability for public health emergencies of grassroots CDCs in Inner Mongolia has been determined.There are 4 first-level indicators,18 second-level indicators and 52 third-level indicators,including preparation stage evaluation,monitoring and early warning stage evaluation,response process evaluation and postevent evaluation.Conclusions:1.This study combines literature search,group discussion and Delphi expert consultation method to construct an evaluation system for public health emergencies in grassroots areas of Inner Mongolia.Through two rounds of expert consultation,the concentration of experts in the index system and the coefficient of authority are relatively good.The weight distribution is reasonable,the credibility is high,and it has a certain tool value.2.The construction of the evaluation system suggests that the operability of emergency plans should be improved in the capacity building of public health emergencies,focusing on the improvement of early warning and monitoring capabilities,improving the timeliness of emergency response,and providing sufficient guarantee for the deployment of personnel and emergency supplies.
