In today’s political and economic society development,all countries in the world communication is also increasingly frequent,also more closely,at the same time the outbreak of public health emergency situation also from the outbreak of "concentration" to "multipoint attack",this is not only a serious threat to the lives of people all over the world,but also to the government’s response to emergent public health events a severe test.Public health emergencies emergency management is the government’s ruling ability is an important examination index,how to effectively carry out the public health emergency early warning and monitoring,how to fully make preparations for the war,how to deal with in time,how to properly post-disaster restoration and reconstruction,sum up the experiences of the epidemic prevention and control,such as key link,is suspends in front of the governments at all levels the examination questions.Since its outbreak,COVID-19 has been highly contagious and has taken a heavy toll on all sectors of society.At the end of 2020,a sudden epidemic spread from Wuhan to the whole country,plunging the whole society into a huge public crisis.In the face of the sudden outbreak,China’s rapid response and decisive response have made remarkable achievements around the world and set a good example for other countries to learn from.However,when we review the whole process of epidemic emergency prevention and control,it is not difficult to find that there are many shortcomings in the process of response and treatment.How to effectively deal with this crisis and protect the safety of people’s lives has become a problem that governments around the world must pay attention to and think about.Public hospitals are important public health and medical treatment services in China,and are also the "sentinel" departments that first perceive the epidemic.Hospital emergency management level is not only related to people’s health,but also related to social stability.The periodical study found that the main problems in emergency management of the First Affiliated Hospital of B city are as follows: Warning and information release mechanism is not sound,not to set up the outbreak of normalized management departments,the establishment of assessment system is not yet clear,emergency imperfect,lack of emergency management professional talents,epidemic emergency training and drills strength is not enough,emergency disposal,lacking the ability to collaboration between the various departments in time,ignore the psychological crisis intervention,etc.Based on the 4 r crisis management theory,theory of system management and risk management theory as the theoretical basis,with the help of a questionnaire survey and empirical research method,with B,the outbreak of the first affiliated hospital emergency management to carry out the situation for the specific research object,explore the B,the first affiliated hospital to cope with public health emergencies when preparations for the status quo,And the problems exposed in the handling of the outbreak.From the perspective of management,this thesis analyzes the factors that affect the ability and efficiency of emergency response of the First Affiliated Hospital of B City.In order to solve the existing problems,this thesis puts forward countermeasures and suggestions to improve the emergency management of public health emergencies in the First affiliated hospital of B City from the aspects of improving the monitoring and prevention mechanism of epidemic emergency management,improving the ability of epidemic emergency management,strengthening the ability of epidemic emergency treatment,and speeding up the recovery and reconstruction work.At the same time,it is hoped that the study of this thesis can be used as a reference for other hospitals of the same level in the emergency treatment of the outbreak.
