| Medical insurance system plays an important role in reducing the burden of medical treatment and promoting social and economic development.At present,Chengdu’s basic medical insurance coverage has been basically covered.However,the continuous rise of medical costs has put the medical insurance system into a predicament,and "difficult and expensive to see a doctor" has become a common phenomenon of people’s difficulties in seeing a doctor,which has seriously affected people’s health.The purpose of the reform of medical insurance payment methods is to effectively control medical expenses,meet the people’s basic medical needs,stabilize the income and expenditure of medical insurance funds,and achieve a balance among medical,patient and insurance.By reviewing the background and course of the medical insurance payment mode reform,this paper explains the basic medical and health conditions in Chengdu.First of all,this paper defines the concepts related to the reform of medical insurance payment methods,and conducts evidence-based research on medical insurance policies and the current situation at home and abroad by consulting relevant literature.Game theory,performance management theory and protocol management theory are selected as the research theories.Through case analysis and questionnaire survey,the operation of medical insurance payment methods in Chengdu was analyzed,and the advantages and disadvantages of each payment method were analyzed.It was pointed out that different payment methods had different impacts on all parties.Secondly,this paper takes the medical insurance payment mode of Chengdu as an example to analyze,in order to find out the problems in the medical insurance reform of Chengdu,and analyze the causes.In this regard,the results and experiences of medical insurance reform in typical countries and cities outside the province were summarized,and the optimization suggestions were put forward for basic medical reform in Chengdu.The main contribution of this paper is to discover the deficiencies in the reform of medical insurance payment methods in Chengdu,and put forward innovative solutions to make up for them: Chengdu should promote the reform of payment by points for patients,incorporate project payment into the key management of total budget,establish an assessment mechanism for medical institutions,and improve supporting measures.The reform suggestions in this paper have strong practical significance and operability,and provide reference for the reform of medical insurance payment mode in Chengdu. |
