| In the last two decades,the life and health of humankind as well as public health security have been put to tests.Public health emergencies have been occurring from time to time,and major epidemics such as SARS,hand-foot-and-mouth disease,H1N1 flu,H7N9 bird flu,Ebola,Zika virus,COVID-19 and so on have been revealing the weaknesses in the defense capability of our country against public health emergencies.Under the new medical reform,apart from doing a good job of medical relief,township hospitals must collaborate with related departments as well.Being the forefront and key link for the response to public health emergencies,township hospitals take on great responsibilities,whose coping capability as well as standard,scientific measures directly lead to the success or failure of the coping of public health emergencies.Consequently,it is an essential and urgent task to improve the emergency response capability of the township hospitals.In addition to the improvement of the emergency management capability of the township hospitals,we should also strengthen their capability of disease control as well as the emergency medical service,arrange and concentrate all the resources of the hospitals,and enhance their capability of coping with public health emergencies as well as control and reduce the negative influences caused by these emergencies so as to ensure the safety of the residents and maintain the harmony and stability of the society.Therefore,this thesis chooses the construction of township hospitals’ coping capability against public health emergencies as the research object.Taking the hospitals in Y town of Foshan City as an example,based on reflections on this COVID-19 pandemic,this thesis adopts the theories of public crisis management and government function and analyzes conditions of the hospitals,including their distribution of resources and hardware as well as the operation of their functions of medical care and public health service.Combined the study on the hospitals’ capabilities during the COVID-19 pandemic in 5aspects,namely the building of defense and control system against public health emergencies,monitoring and warning,vocational ability of the professionals,emergency support,and information networking,the thesis concludes existing problems of the hospitals in the capacity building during the pandemic,including imperfect emergency response system,weak disposing capacity of monitoring and warning,lack of vocational ability among the professionals,insufficient emergency support,and backward information construction.These can be attributed to conditions such as imperfect construction of the emergency response system,solidifying of the monitoring and warning system,insufficient construction of the team of professionals,lack of normalized investment in emergency support,backward information construction,and so on.Based on the actual situations of hospitals,this thesis proposes to improve management and take effective measures in order to further perfect the organization and coordination mechanism of the hospitals’ emergency response,improve their management of pandemic prevention and control,strengthen their construction of professionals,enhance the normalized emergency support,and conduct more beneficial explorations into the facilitation of informatization to the construction of the hospitals’ coping capabilities against public health emergencies. |
