Research On Urban Community Resilience Construction Based On Sudden Public Health Emergencies

In recent years,sudden public health emergencies have frequently happened,and community vulnerability has become more prominent.Compared with common natural disasters such as earthquakes,typhoons and floods,sudden public health emergencies have the characteristics of complex causes,rapid spread,extensive influences,difficult prevention and control,thus are more prone to bring about full-scale impacts on the communities.In particular after COVID-19 broke out,with the center of China governing sudden public health emergencies sinking,the communities have faced heavy epidemic prevention and control stress,appearing many problems such as shortage of resources,stagnation of information,disorder of management and lack of service.Traditional methods of community disasters prevention and reduction have been difficult to meet the needs of epidemic prevention and control under the new situation,and the resilience theory just right provides a new path for the communities to copy with sudden public health emergencies.However,the domestic research on community resilience is not yet mature currently,and mainly focuses on natural disasters,less related with sudden public health emergencies such as COVID-19.Based on the above background and problems,this paper starts from sudden public health emergencies,takes community resilience as the point of penetration,explains the corresponding nature between community resilience construction and the governance of sudden public health emergencies,builds the community resilience analysis framework based on sudden public health emergencies on the basis of combining the domestic and foreign research of community resilience,and selects W-city L community as the case of empirical research,analyzes the status quo and weakness of L community’s resilience construction by combing its epidemic prevention and control practice,and then proposes the targeted urban community resilience construction optimization paths.The study finds that when urban communities copy with sudden public health emergencies represented by COVID-19,there are a series of problems such as weakness of emergency infrastructures,shortage of emergency resources;deficiency of emergency synergy,limited emergency abilities;lack of emergency plans,obstruction of emergency efficiency;lag of emergency means,prominence of the digital divide;absence of emergency knowledge,light protection awareness;exposing the defects of urban community resilience construction.In this regard,this paper proposes the corresponding urban community resilience construction optimization paths: firstly to optimize the community’s construction of emergency infrastructures,layout of public space,and reserve of epidemic prevention resources to build community physical resilience firmly;secondly to form an emergency joint force through multi-body collaborative governance to increase community organized resilience;thirdly to improve the community emergency management system,establish emergency plans,institutions,mechanisms,and laws to perfect community systematic resilience;fourthly to rely on digital platforms to innovate means of epidemic prevention information collection,and set up volunteer teams to assist the elderly step across the digital divide to strengthen community technical resilience;fifthly to enhance publicity and education to raise community residents’ epidemic prevention awareness and abilities to cultivate community cultural resilience.
